职位描述

As a strategic partner, the Manager of Human Resources aligns business objectives with employees and management in designated business units. Serves as a consultant to management on Human Resource related issues. Will act as employee champion and change agent. Assesses and anticipates HR-related needs. Communicating needs proactively with HR department and business management and seeks to develop integrated solutions. Formulates partnerships across the HR function to deliver value added service to management and employees that reflect the business objectives of the organization. Maintains an effective level of business literacy about the business units financial position, its strategic vision, its culture and its competition.


RESPONSIBILITIES/ DUTIES:

? Establishes/develop and execute Garlock China Human Resources short/long term Strategies/Policies/Procedures and Programs to support business needs and global strategies.

? Lead Recruiting management to fulfill business and organizational development needs

? Lead Compensation and Benefits management to set up the system to ensure that all local compensation and benefit programs and practices are consistent with Company and legal policies.

? Lead Training and Talents Development to identify the performance /competency gap/training needs against current/future needs and then to address the gap by various learning and develop approaches.

? Lead Working Environment & Culture management to increase satisfaction and commitment of employees

? Consult with line management to provide HR Policy guidance and interpretation. Provides day to day performance management guidance to line management (coaching, counseling, career development, disciplinary actions).

? Manage and resolve complex employee relations issues. Conducts effective, thorough and objective investigations.

? Maintain in depth knowledge of legal requirements related to day-to-day management of employees, ensure the employment of all employees in accordance with local/national labor law. Partner with legal department as needed/required.

? Works closely with management and employees to improve work relationships, build morale, increase productivity and retention.

? Provide guidance and input on organization restructures, workforce planning, succession planning.

? Participate in evaluation and monitoring of success of training programs. Follow-up to ensure training objectives are met.


EDUCATION AND WORK EXPERIENCE

? Minimum of 8 - 10 years of the resolution of complex employee relation issues.

? Working knowledge of multiple human resource disciplines including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, federal and state respective employment laws.

? Relevant industry experience a plus.

SPECIFIC KNOWLEDGE & SKILLS:

? Strategic vision – forward thinking

? Expert in Labor Law and regulations

? Intensive experience in human resources policies, regulations and procedures

? Excellent problem solving skills

? Strong interpersonal, communication, negotiation and coaching skills.

? Ability to understand issues domestically and internationally and communicate effectively.

? Take initiative to identify and anticipate client needs and make recommendations for implementation.

? Flexible and available to interact with employees at all levels.

? Self directed and motivated. Excellent team player. Integrity, honesty, patience

? Good writing and oral English

? College degree or above
