职位描述
1. Responsible for the overall direction, coordination, and evaluation of purchasing unit. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

2. Develop and implement necessary policy and procedures for purchasing areas；
建立和实施必要的采购政策和流程
3. Establish and maintain vendor certification criteria and programs to ensure product quality upon receipt. Source, evaluate and negotiate with and select vendors for partnering with us as suppliers of parts or services；
建立和维护供应商认证标准和程序，以确保产品质量。跟合格供应商进行零部件和服务的开发、评估和谈判
4. Purchase parts or services to support various production activities
从供应商采购零部件或服务
5. Support new product development and engineer to order products as required
为新产品开发提供采购支持
6. Determine annual or average usage of parts or use other inventory planning techniques to provide forecasts to suppliers to assure availability of parts
基于历史数据和生产规划，提供采购预测给供应商以确保物料供应
7. Execute and support company quality system and procedures in the effort for continuous improvement
通过持续改进，执行质量体系和质量程序
8. Communicate to suppliers their performance based on quality, warranty and delivery
定期对合格供应商的质量、服务进行考核与沟通
9. Communicate with the manufacturing department to ensure a smooth flow of inventory to support the build schedules
与生产部门沟通，确保库存顺畅来保证计划的完成
10. Assist in the resolution of quality problems by conferring with Engineering, QC and suppliers
通过与技术质量部门以及供应商的沟通，协助解决质量问题
11. Annual purchasing contract with supplier at the beginning of year
年度采购合同的签订
12. Negotiate, identify, document and accomplish cost savings programs
通过谈判与沟通，确保完成成本降低计划
