Purpose of the Job：
To be the executive of PTR sourcing strategy and the establishment of the suppliers network.
To be responsible to establish PTR databases for the assigned commodity.
To succeed the sourcing of the materials and equipment according to the requirements of the Alstom Technology, by preparing frame agreements for key commodities at the most competitive price compatible with the required quality, time delivery and Purchasing Policy.
To ensure the projects to meet the contractual schedule and to meet PTR target profit margin.
Responsibilities and Accountabilities:
To identify the best suppliers for the assigned commodity in terms of quality, price and delivery time and to set up the supplier’s portfolio for PTR according to related instructions. To arrange and coordinate supplier quality qualification audit.
To be responsible to prepare and negotiate the frame agreements for the assigned commodity with the selected suppliers according to purchasing strategy.
To report to the immediate manager on a regular basis on work progress and to produce the reports.
To analyze the price evaluation trend of material in charge, prepare short term and long term price evaluation analysis report to be able to give reference on sourcing decision.
To participate regularly to purchasing reviews and to report the findings.
To implement the efficient and result-orientated method (project schedule, cost, MRP II…) in daily work.
To carry out daily maintenance tools and equipment purchasing. To analyse and understand the purchasing requisition and technical requirements.
To prepare the enquiries and check with the Procurement manager for sending off the enquiries to at least 3 competitive suppliers if no frame agreement applicable.
To expedite the tool or equipment purchased to make sure it could be delivered to PTR requirement.
Review and ensure PTR China databases for the responsible commodity is kept fully up to date and reportable when required.
To implement supplier performance appraisal to the instructions.
All other reasonable duties requested by the immediate manager, Employee Handbook and PTR Management.
Educational Requirements：
University graduate or above, major in Engineering or mechanical field preferred.
Experience：
At least three years working experience in heavy industry, with experience in power industry is preferred.
Working experience in purchasing is necessary.
Good command of English.
Good command of office software.
Good knowledge/training on legal issues related to purchasing.
Good communication and negotiation skill.
Willing to travel frequently.
Good team spirit and hard working.
