职位概述:

该职位负责湖北、湖南、河南、河北所有政府事务相关工作。工作内容为与相关省市政府及利益相关方的关系拓展和维护，确定并沟通各省市与公司业务相关的政策制定和政策发展；促进和监督省级战略伙伴关系的发展；执行报销及定价策略和谈判，以确保辉瑞公司的产品进入省级和地方目录并维护公司产品合理的价格；支持行业的发展，维持良好的外部环境等。

主要职责:
？ 领导所负责区域政府事务团队支持促进辉瑞实现EMBU的目标，满足中国病人多样化的医疗需求，创新的社会责任和商业化风格；
？ 支持和推动GAMA部门实现在各省市的对外业务目标；
？ 通过适当的接触与沟通推进与省市级政府及关键非政府合作伙伴的关系，包括以下部门：
？ 省(市)卫生和计划生育委员会部门
？ 省(市)发改委（物价局）
？ 省(市)人力资源和社会保障部门
？ 省(市)食品药品监督管理部门
？ 省(市)价格协会组织、医保研究会等协会组织
？ 制定并执行策略使公司产品进入医疗保险用药目录、基本药物目录，维护公司药品在地方上的价格；
？ 制定并执行相关战略，积极塑造区域内各省医疗保健工作环境；
？ 主动参与并发起制药行业的活动，并能够有效的展现辉瑞的立场及策略；
？ 发展团队成员，构建高绩效团队。

任职要求:
？ 医学、药学、卫生保健、公共管理或经济学等相关专业毕业；
？ 五年以上工作经验，能够灵活高效地履行职责；
？ 三年以上的团队管理经验，具有较强的领导能力；
？ 协调能力强，能够胜任跨职能、多任务管理；
？ 敏锐的政策意识，以推动业务顺利开展；
？ 熟悉中国政策、政府组织以及决策过程和管理环境；

PRIMARY OBJECTIVE
This position has regional responsibility for provincial government and local stakeholder outreach in Hunan, Hubei, Henan, Hebei. The Regional Government Affairs Leads will be responsible for identifying and communicating provincial legislative and policy developments to internal business leads; developing GAMA strategies in concert with relevant business functions to advancing business objectives,developing and overseeing the advancement of strategic provincial partnerships, executing reimbursement and pricing strategies and negotiations to ensure Pfizer’s listing onto provincial and local hospital formularies, supporting corporate facilities to maintain a favorable external environment.
KEY RESULT AREAS & JOB ACTIVITIES/TASKS
Lead responsible region GA Team to support and advance Pfizer’ EMBU’s vision to be recognized for meeting the diverse medical needs of patients in China in an innovative, socially responsible and commercially viable manner
Develop GAMA initiatives to support and advance the current and future external business objectives within the provincial sector
Develop and oversee the strategic provincial government and key non-government partnerships, including appropriate engagement and communications with:
BOHs Bureau of Health
Provincial(Municipality) Pricing authorities
Provincial(Municipality) HRSSs Provincial level Human Resource and Social Security
Provincial(Municipality) FDAs Provincial Food & Drug Administration
Provincial( Municipality) CPA China Pricing Association organizations and their provincial branches
Develop and execute corporate strategies to achieve listing on PRDL, PED and price protection of pharmaceutical products at the local government level
Develop and execute market access strategies to positively shape the healthcare operating environment at the provincial level
Participate and drive pharmaceutical industry activities and initiatives as well as effectively present Pfizer's positions and strategies
Invest time in helping employees develop and advance to shape an effective team
BACKGROUND REQUIREMENTS
Degree in Medical, Pharmaceutical, Healthcare, Public Administration, Economics or other relevant discipline essential
Minimum 5 years of previous experience of building up and work with alignment to show a good of flexibility and resourcefulness to carry out their duties effectively
Strong leadership with at least 3 years’ experiences of leading a team
Impressive interpersonal and communication quality with strong influencing skills
Proven capability at working effectively across functions, managing multi- tasks, with strong capability of coordination
Strong sense of policy acumen to drive business results
In-depth knowledge of Chinese political, government organizations, policy-making process, and regulatory environment
