Role Purpose:

Responsible for leading and coordinating all activities associated with the engineering design, procurement, construction, and commissioning of CMP1 expansion project in Fengxian. Assure that the project is accomplished within schedule and budget, as well as excellent safety and quality performance. Manages and develops the project engineering team.

Responsibilities:

· Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
· Establish work plans and procedures for each phase of project (engineering, procurement, construction and commissioning)
· Identifies resources needed and assigns individual responsibilities.
· Manages day-to-day operational aspects of a project scope and prepare status reports.
· Reviews deliverables prepared by team before passing to client.
· Effectively applies our methodology and enforces project standards.
· Prepares for engagement reviews and quality assurance procedures.
· Minimizes our exposure and risk on project.
· Ensures project documents are complete, current, and stored appropriately.
· Coordinate project activities with government regulatory body or other governmental agencies.
· Tracks and reports team hours and expenses
· Manages project budget.
· Determines appropriate revenue recognition, ensures timely and accurate invoicing, and monitors receivables for project.
· Follows up with clients, when necessary, regarding unpaid invoices.
· Analyzes project profitability, revenue, margins, bill rates and utilization.
· Establish adequate project governance by developing the project management framework.
· Build up an operative system for project execution in Borouge Pte based on good industrial engineering practices and taking into account Borouge Sustainability principles.
· Follow up the project portfolio by means of proper monitoring & Evaluation plan including Key performance Indicators and Intermediate Outcome Indicators for progress tracking.
· Perform a lead role in the early project phase in supporting business opportunity identification and project assessment.
· Perform a lead role in project Front End loading, cost estimation, budgeting and scheduling.
· Build up and develop the necessary engineering disciplines, in house or through outsourcing, to effectively support project execution.
· Establish routines/programs for proper knowledge transfer and training to the project teams in order to obtain the necessary skills and capacity fulfilling the set project objectives.
· Facilitate the project engineering excellence by liaising with the relevant engineering service functions in Borouge Abu Dhabi, with Borealis and with the local engineering community.


Requirements:

· Prior project management and/or supervisory experience in an International Engineering Company
· Demonstrated business leadership, project management and technical abilities.
· Demonstrated experiences in developing employees into a high performance project team.
· Self-driven, goal-oriented, strong interpersonal skills.
· Demonstrated capability in the prioritizing and managing of multiple activities.
· Results oriented professional with strong integration skills who can work across organizational lines and who can achieve business objectives through personal initiative and energy.
· Strong knowledge of process improvement tools/techniques.
· Outstanding communication skills at all levels of the organization and across all functional units.
· Able to impact knowledge of the process in a positive, value added manner.
· Diplomatic, thoughtful and possessing the skills to move the organization beyond current paradigms.

S1. Education
· Bachelor Degree in Mechanical or Chemical Engineering
· Business degree/diploma also of value
· Strong computer skills and proficiency in MS Office applications

S2. Experience
· 8+ experience in managing mid to larger projects
· Managing a manufacturing operation will be an added value
