A Leading USA Company Chemical Industry
Summary:
The main objective of this position is to ensure, manage and control product regulatory compliance for China & Taiwan and other countries that may be assigned (the territory). This includes assuring compliance with national chemical control legislation for substance inventory notification, reporting, record-keeping and other substance specific regulatory control requirements. The Regulatory Compliance Associate (RCA) must interface with the respective territory's country contacts across all business lines as well as relevant departments outside of China as necessary in a proactive manner to determine and comply with emerging regulations.
Responsibilities:
- Provide regulatory support to all BUs to ensure product regulatory compliance in the country.
- Interface with the country contacts across all business lines as necessary in a proactive manner to determine and comply with emerging regulations.
- Submit country specific notifications and registrations in the territory.
- Respond to product regulatory inquiries (internal and external).
- Be the contact point for business colleagues over all business lines, and provide sound and accurate advice regarding compliance requirements, costs and timing in response to their queries regarding compliance within the territory.
- Conduct product regulatory assessments to assist business colleagues in making decisions on their marketing activities in the territory.
- Coordinate information from various parties (within and outside of PSRA) to support the responses to business colleagues and customers in a manner consistent with PSRA department practices.
- Coordinate the preparation of new substance notifications or inventory update notifications for the assigned territory.
- Organize and coordinate the services of qualified external consultants and institutions where necessary and provide a cost-effective recommendation and solution for the department's regulatory compliance needs.
- Liaise with the local state and national authorities if necessary, upon authorization by the department management.
- Research and respond to internal and external customer inquiries concerning health and safety recommendations, various local requirements and global regulatory compliance issues for the range of products.
- Participate in identifying regulatory issues in planning for R&D and new product initiatives.
- Participate in managing, reporting and record-keeping requirements for chemical substances as regulated by various domestic chemical control regulations where applicable.
- Participate in the Regulatory Hold process to recommend the block or release of orders on regulatory hold for the assigned territory while ensuring regulatory compliance.
- Ensure that Pre-importation and other Exemption permit applications are completed to comply with local chemical control regulations and effectively communicate and coordinate with the various departments to allow shipment of products when the permits are in order.
- Update and maintain the various PSRA databases to ensure that regulatory assessment results are up to date.
- Understand and follow internal PSRA department procedures and SOP's towards global regulatory compliance.
- Participate in the Management of Change approval process for PSRA related issues if assigned, for sites within territory.
- Become an expert and a resource centre for all chemical control regulations within the territory.
- Keep abreast with emerging regulations and amendments within the territory and actively inform and discuss these developments with the department management.
- Participate in or conduct training sessions for business groups within the company to promote regulatory compliance awareness where assigned.
Requirements:
- A Bachelor's Degree in Chemistry or Polymer Chemistry is the preferred minimum qualification. 1-3 years of practical experience.
- Knowledge of Chinese, Taiwanese and International Chemical Control Laws & Regulations is a requirement
- Knowledge of internal resources and personnel, as well as the ability to communicate effectively with various levels of personnel, the ability to accept responsibility and make sound business discussions, work independently and as a member of teams and listen effectively are essential.
- Proficiency in spoken and written English and Chinese languages is essential.
- Written and spoken proficiency in other Asian languages would be an added advantage.
- Ability to organize, multi-task and prioritize daily work and exhibit time-management skills.
- Ability to work under pressure and with minimal supervision.
- Possess a drive and personal initiative to keep learning and improving in the chosen field.
