Essential Functions (Responsibilities):

Develop and implement the Regional sourcing strategy, aligned with the Global sourcing strategy, for fabrication scope.

· Contribute Regional perspective, as well as Global ideas, to the development of the Global Category Strategy align with business strategy

· Validate the strategy as it applies to the Region and develop reasonable estimates of the potential impact of the strategy in the region.

· Drive Regional achievement of the Category goals, develop BCC(Best cost county) supplier base from region to global, track and report progress toward the goals.

· Drive Regional operations toward 100% compliance with the Regional Category strategy, by influencing Regional Sourcing team and (where applicable) the Supply Chain team, Technical team and Commercial team. Coordinate supplier design value added program to improve business contribution in both ES Product and Project.

· Coordinate Regional negotiations with key category suppliers to ensure they meet Regional business needs and align with Global relationship. Coordinate negotiation priorities with the Global category manager. Develop should be cost, cost module of critical type of equipment

· Support Regional fulfillment team, other Regional Category managers, Product Sourcing leaders and Supply Chain to address issues with key category suppliers

· Drive Regional category suppliers to improve Quality, Delivery and Cost

Project ITO Support

· Support Project Estimators and Global Category Manager in proposals, develop costing database to drive business win

· Drive focus/standardization in supplier selection, product selection and sourcing methodology

· Identify and promote preferred suppliers, coordinating their early involvement in project opportunities, develop costing database, where appropriate

Project OTR

· Support Sourcing Project Leader in the successful execution of projects

Qualifications/Requirements:

· Bachelor’s degree from an accredited university or college

· A minimum of 5 years of experience in Fabrication Sourcing (welding assembly焊装), Production Control, Engineering, Product management or Project management

· 2 Years Sourcing/Supplier management related experience

· Ability to travel up to 40% of the time

· Strong interpersonal, communication, presentation and facilitation skills

· Strategic thinker/planner

· Strong quantitative and analytical skills

· Ability to cope with multiple complex situations daily

· Knowledge of the SWTS business operations and systems

· Negotiations expertise

· Knowledge of Pressure vessel or Steel structure equipment (carbon steel rubber lined vessel, stainless vessel, heater exchanger, evaporator, crystallizer vapor body, etc.)

· Experience of module or skid platform fabrication of water treatment equipment

· Experience of basic fabrication standard (GB150, ASME-VIII, AWS D1.1/1.6, PED, etc. )
