Position: Procurement Manager
Reporting Line: General Manager
Subordinates: 3

Position Summary
Lead material department to support production line run smoothly, effectively, and safely and serve customers well by on time delivery.
There are several sections to be addressed, sourcing, purchasing, inventory planning & logistics. Leads and develops the purchasing team to get raw & consumable materials, services and machines/equipment on time & in full, with aligned quality and especially in combination with lowest possible costs.

Responsibilities
Leads the material team to purchase material to support the factory running the smooth production.
Develops and maintains constant supplier search and evaluation on a regular basis, in order to find the better suppliers making the cost down in better quality.
Guides the team to use IOM (Inventory of Management) output, leverages historic usage data, and follows with sales forecast to release purchase order, balances the goal of maintaining low inventories and providing adequate stocks to meet customer requirements
? Develops and drives material localization projects for cost reduction purpose.
? Supports new product development projects, work with PD team, Quality Assurance Team to meet the needs of product development.
? Works with US IT to maintain and improve the system (IOM, PO Management, and Stock Jobs) continuously.
? Optimizes the existing sourcing and purchasing processes in order to achieve process excellence.
? Executes purchasing the services for Maintenance, Repair, Spare parts of the company facilities and equipment (production and Non-production).
? Leading the bidding process for purchasing equipment and any purchasing in big value (production and non-production).
? Conducts price negotiation, NDA (non-disclosure agreement), contract and agreement signing with new and existing suppliers & service providers as well as outsourcing partners.
? Cooperates & coordinates with HQ’s supply chain team to get suitable cost effective materials within the global network.
? Monitors the status of all open orders and ongoing deliveries and raise red flag to management team if seeing any risks for business.
? Collect the information from relative departments and communicates with vendors for purchasing forecast or plan and establishes new product phase-in/old product phase-out plan, once it is necessary.
? Import, Export and Compliance
- Selects and manages forwarders effectively from service, cost and security perspective
- Ensures fast and efficient import / export work to meet the customer’s requests.
- Ensure to comply with the government laws and regulations in import / export works.
? Be responsible for working collaboratively with the cross function teams and corporate other functional groups.
? Any other works to be assigned when it is necessary.

Basic requirement:

? Bachelor‘s degree with a minimum of 10+ years of logistics, supply chain or material management related experience.
? Preferred related experience or equivalent combination of education and experience Engineering/Technical degree.
? In-depth knowledge of procurement systems and business/customers, combining with technical understanding of manufacturing process and functionality
? Experience supervising people and working effectively across functions
? Effective project management, negotiation, contract management
? Strong communication, negotiation, problem solving and decision making skills.
? Good influence, coaching and consulting skills.
? Have leadership and motivational ability, and good interpersonal skills.
? High proficiency with Microsoft Word, Excel, Powerpoint
? Experience in implementation of ERP system, purchasing, material planning, Logistics, and acknowledgeable for production planning.
