Job Description for HR Officer (HRO)
Location Changzhou
Reports to BFEC GM (direct) and HR Manager (functional)
Manages Directly supervises local FEC staffs’ HR relative issue
Temporary substituted by
Position Summary The HR Officer is responsible for FEC’s recruitment, training, performance management, payroll, compensation and benefits, headcount-planning, inclusing all related tools, processes and policies
Duties and Responsibilities ? Ensures that the BFEC’s HR operational policies and processes are adhered to and continuously improved/adapted
? Implements policies and procedures on compensation, incentive, bonus and benefits.
? Drives and assists in all activities concerning the sourcing & selection of staff, performance management, pay-rolling and HR administration.
? Coordinate all matters of employee work permits and visas.
? Drives, coordinates and delivers the BFEC training programs. Monitors training programs and materials
? Continually assesses employee morale by analyzing absenteeism and turnover records, lateness and resignations. Conducts exit-interviews.
? Coordinates and oversees all matters related to staff accommodation, facilities, and transport.
? Coordinates, controls and inspects employee’s accommodation, staff canteen, rest rooms etc. ensuring it is of the appropriate standards on cleanliness and comfort.
? Coordinate employee wellness and safety programs.
? Encourages a good standard of employee conduct and behavior and coordinates disciplinary procedure as and when necessary. Represents the BFEC in any legal HR matter
? Promotes regular performance appraisal and performance target setting. Assists in the execution of the BFEC’s meritocracy and benefit programs, such as Employee of the Month, Leader of the Month, and other staff incentives.
? Assist in communication of key messages to all staff.
? Assists in overseeing preparation of reports required by government agencies.
? Oversee Workers Compensation programs, ensuring claims and reports are submitted in a timely basis.
? Assist with planning, coordinating and executing employee activities and events, including monthly staff meeting, food festivals, annual picnic, holiday party, Wellness Fair, farewell party, community services etc.
? Provide guidance to the leadership team regarding employee morale, employee relations, coaching, counselling and discipline.
? Coordinates the relationship with staff representatives and ensure any employee grievances are monitored and resolved.
? Responsible for all back office and administration tasks of the department.
Skillset Qualifications ? Have a Strong background in employment, employee relations, benefits, wages and salary, employee training, accident prevention, and Chinese government regulations and policies
? Extremely organized, confident and accurate. Extremely detail oriented
? Ability to remain calm and courteous in demanding situations.
? Creative problem solving and end-result focused: creates innovative solutions, looks for new ways to accomplish objectives, doesn’t stop at the obvious, is able to turn ideas into actions, has the ability to focus in the midst of change
? Strong written communication skills required with an understanding and ability to work in a multi-cultural environment

Education and certifications ? Bachelor’s degree in Legal, HR or relative major,
? Knowledge of China labor laws and local labor polices, and attendant regulations as well as the Company’s policies and procedures.
? Excellent functional computer skills (MS Office Suite, MS Excel, Word etc.)and knowledge of HRIS systems
Experience ? At least 6 years’ experience as an in-house HR professional, preferably within leisure, hospitality or entertainment
? Have a Strong background in employment, employee relations, benefits, wages and salary, employee training, accident prevention, and government regulations and policies.
