职位描述：
Job Definition:
Scope: For a French Sino manufacture JV located in Haribin City (哈尔滨市), Helongjiang Province
Direct superior: General Manager
Functional superior: Division head office financial director and China finance director
Finance team: 4-6 staff
Business size: yearly turnover RMB160M-200M; head count: 120

Basic Mission:
- Initiate the new JV with the management team;
- Lead the financial jobs including accounting, tax compliance, budgeting, finance reporting, ERP implementation and etc.

Main responsibilities:
- Initiate the new JV with the management team
- Set up and implement the Delegation of Authority and internal control systems
- Build up an efficient finance team and define roles and responsibilities for team members
- Ensure compliance to local statutory reporting, taxation, legal and IFRS reporting requirements
- Lead (annual or quarterly) budgeting
- Provide timely and accurate financial consolidation, reporting and analysis for management and functional needs
- Interface with the auditors, bankers, lawyers and all government authorities on finance, legal and tax-related matters
- Inventory, AR, fixed assets cash flow and etc managements including set up and implementation of related systems
- ERP implementation

Qualifications:
- Major in Accounting/Finance or related field with sound qualifications
- Good knowledge and understanding of PRC GAAP, IFRS and tax law, rules and regulations
- Above 10 years working experience in finance field of multinational companies or stated owned enterprises, above 5 years relevant experience in supervisory position
- Manufacture cost accounting knowledge and hands on experience is a plus
- High integrity and good communication skills
- Proficient in MS office package
- Experience of application ERP system, JD Edwards experience will be preferential
- Good command of English
