职位描述：
BASIC PURPOSE OF THE POSITION
? Leading the local Procurement team at the Shanghai site, including purchasing, local sourcing, supplier quality assurance, and SCM customer program management. Key priorities include: leading the local project sourcing team to support NPI/ NBO focusing on sourcing effectiveness, and playing a senior liason role between global SCM and the site operations team.

PRINCIPAL ACCOUNTABILITIES
? Manage the local commodity of each project to improve product cost and drive localization plan.
? Manage supplier base to support Site Business Units the selection of suppliers, price negotiation, new product and samples development.
? Support NPI team the quotation process effectively in identification of best purchasing mix.
? Structure negotiation plan periodically to achieve the company’s cost reduction target
? Perform benchmarking and cost analysis in awareness of the market trend to preserve the right purchasing decision.
? Maintain good working relationship in between suppliers and operation to manage all kinds of purchasing requirement.
? Work with other functions in the site including: production planning, customer focused teams, and logistics, to ensure optimal overall SCM performance.

Dimensions / Scope
? Lead a team with the following scope: purchasing, sourcing, supplier quality assurance (20-25 staff)
? Achieved cost reduction per target given by management.
? Drive supplier quality improvement
? Ongoing improvement to the procurement and overall supply chain processes

Interaction / Relationship
? Interface with Global commodity network to work out global commodity strategies to achieve the objectives in Cost Reduction / VMI / Cash Improvements etc
? Co-ordinate with NPI/Program Management team to achieve business objectives.
? Participate the quotation process to support New Business Opportunity.
? Assist in Supplier Quality Assessment / Audit of identified suppliers and to manage supplier’s overall performance.
? Interface with site operation team the materials requirement and provide necessary expediting assistance.
? Co-ordinate / Support Global SCM System implementation including ERP / Web Base / E-Procurement.
? Interface different level of personnel internally & externally including supplier & customers.

Leadership & Influence (For managerial level)
? Capable to execute sourcing function independently in accordance with Global SCM requirement to drive the global sourcing strategies.
? Lead the delegated commodity team and initiate the sourcing / cost reduction plan.
? Structure negotiation plan with targeted suppliers to optimise the most effective sourcing mix.
? Ability to co-ordinate the global sourcing networks to support the worldwide requirement.
? Maintain a highest ethical standard and preserve business professional and justice.
? Collaborate with site top management to drive optimal supply chain performance.


Education, Qualification and training
? University degree or equivalent in International Trade, Engineering or related discipline

Experience or skills required
? Minimum 10 years proven experience in sourcing or SCM field.
? Experience and exposure in multinational firms and telecommunications industry highly desirable
? Proficient in both oral and written English is a MUST.
? Knowledge in ERP and familiar with MS Office

Specialised knowledge or skills required
? Procurement, planning, quality management, and logistics.
? A strong knowledge of the electronics manufacturing industry is a strong advantage.

? On time delivery of materials
? New product introduction on time
? Completion of benchmarking, projects on a monthly basis
? Monthly report of the cost reduction progress & supplier KPI
