Job Description:
- Being financial controller of two APM plants in China and part of the APM plants’ Management Team, collaborate in a professional manner with the Management Team and other functions of the two plants.
- Fully responsible for leading Accounting & Controlling functions including bookkeeping, filing & documentation, taxation, risk management, and cash flow.
- Be responsible for local statutory and U.S. financial reporting and ensure the integrity and correctness of the financial statements. .
- Ensure accurate and timely accounting of project, and support Engineering, Procurement, Plant manager and other functions to control the project costs under budget. Provide financial information needed for project and permits application, and keep a good relation with local authorities for the success of the project.
- Ensure accurate and timely registration of fixed asset and calculation of deprecation, and make correct bookings as per US GAAP and local GAPP. Ensure a smooth transition from a project to ongoing operation in Accounting.
- Be responsible for a satisfactory internal control environment. Ensure an uneventful statutory audit by external Audit Firm for the entity without errors / or surprise.
- Ensure the compliance with the different Chinese rules and regulations and be the main interface with the external auditors, Asia Pacific Treasury Department and other key Ashland Corporate or Regional Asia Pacific Departments. Ensure that specific legal requirements surrounding the local statutory compliance are complied with in accordance with the Chinese statutory deadlines.
- Be responsible for implementing transfer price (TP) policy, and work with tax department to submit TP documentation for the in-charge plants timely. Monitor the markup rates for Nanjing plants and make the necessary adjustments in a timely manner to ensure TP compliance.
- Act as main interface with local tax authorities, take responsible for answering any inquiries from local tax authorities, and work with tax department to defend our tax position.
- Act as the location leader for optimization of the accounting system and procedure/process, and drive the whole local team for sustainable improvement and problem solving independently under the complex system environment.
- Support BA team and Operation on preparing manufacturing costs budget and prepare burden rate calculation for product costing.
- Complete and verify the BP loading into SAP system.
- Lead local finance team, control finance and accounting method, practices and procedures. Coach and develop financial team committed to the achievement of objectives and the fulfillment of their own potentials.
- Maintain close relationship and good communication with tax authorities.
- Work as a project leader for some accounting optimization projects covering all China legal entities.
- As part of plant Management Team, support functions like legal, IT and HR to meet with whenever it is required from business operation perspective.
- Lead the efforts of closure of Hercules Trading Company and Ashland Kunshan Gelcoat Plant.

Requirements:
- Bachelor degree in accounting and finance or above.
- 5+years experience in finance management at manufacturing sites.
- Familiar with US GAAP rules and Local China accounting rules.
- 5+years supervision of career advancement/professional employees.
- Experience with SAP or other ERP system.
- Experiences with internal control and compliance.
- Attention to detail, strong self-initiative, problem-solving, and analytical skills.
- Strong interpersonal and team-building skills.
- Strong commitment to excellence and process improvement.
- Experience with big 4 and experience with project management is preferred.
- Fluent in both written and spoken English.
- Be good at Excel.
