Report to: HRM

Role Purpose:
? Assist HRM on Talent Management system initiative and OPR/competency appraisal process implementation/ coordination
? Assist HRM on OPR process improvement
? Assist HRM on related data and report

Responsibilities:
Various roles
? Partner – work together with HR teams and business units to help design, develop, and implement that talent strategy in support of the business objectives
? Provider – work closely with all business units to create innovative, enterprise-wide talent and performance practices that attract and retain a diverse and highly competent workforce
? Champion – Serves as a key resource, and thought leader regarding talent and performance strategy. Champion new approaches and solutions that help employee grow the business
? Communicator – Assist in the communication of talent and performance management initiatives throughout the company
? Analyst – Conduct analysis of various talent and performance initiatives and make recommendations to guide strategic direction
? Innovator – Revise current practices and leads innovation and service delivery

All department heads

Take Input From
? Quarterly hiring plan in advance, incl. specific job descriptions, qualifications and tests/questions for screening.
? Development/training support requests.
? Periodic PA review and file
? Necessary information and preparation for job-rotation and succession plan

Provide Output To
? Provide sufficient talent pipeline meeting agreed pre-qualifications according to hiring criteria (incl. initial screening).
? Propose and organize trainings according to actual developing requirements
? Support performance management
? Provide suggestion for job-rotation and succession plan.
? Provide other required HR support

Take Input From
? Candidates recommendation
? All feedback and suggestions for employee related issues

Provide Output To
? Provide training when needed
? help plan and support employees’ career development
? Responsible for exit interview and fix following issues

Qualifications:
? Bachelor’s Degree required
? Minimum 3 years of talent management experience in software industry
? Reliable, punctual attendance is an essential function of the position
? Good written and spoken English

Competencies:
? Strong analytical, planning and execution skills required
? Excellent skills in collaboration/influencing others required
? Proficiency in analytics, especially with Excel
? Understand drivers of employee engagement methodologies and tools required
? Excellent facilitation skills to both small and large groups required
? Excellent verbal and written communication skills required
? Strong understanding of HR process and corporate environments required
? Ability to manage vendor relationships including contract negotiation required
? Proven ability to serve as a liaison between multiple business partners to execute programs required
? Must be committed to on-going intellectual and professional development, including knowledge of current and emerging technology required

我们面对的是一个什么样的市场？
 2012年，中国运输总费用5.6万亿，占GDP比例达到9.4%，其中公路运输比例为70%；
 中国公路运输行业非常分散 - 注册的物流公司80万家，其中前6名公司的市场份额为1.03%；
 独立或挂靠的运输车辆为1000多万辆；
 企业协同、多层外包是主流，大部分情况下，司机是每辆车真正的盈亏负责人；
 车辆空驶率/闲置率高达50%+

究其原因：
外包过程，绝大部分的数据、信息传递通过邮件、Excel、传真、电话等手工方式完成，信息无从整合，好似珍珠散落一地
