LIPE Engineering Section Manager
The candidate is responsible for managing all engineering activities related to the mechanical and electrical design, development, implementation into production, customer product support of medium voltage Cable Accessories and Transformer Components used in electrical power distribution systems. These products are designed and manufactured by Cooper Power Systems in the USA, China and elsewhere and sold in North America, China and various international export markets. The position reports to the local LIPE Senior Engineering Manager of CPS (Shanghai).

Cooper Power Systems Ltd. (www.cooperpower.com) engineers and manufactures medium- and high-voltage electrical equipment, components, and systems that deliver reliable electric power to homes, industries, businesses, and institutions worldwide. Headquartered in Waukesha, Wisconsin, its products include transformers, capacitors, voltage regulators, reclosers and sectionalizers, distribution switchgear, transformer fluids, distribution automation equipment, transformer components, components and protective equipment.
Responsibility of the Position:
The primary responsibility of the outline position is management of the activities of the LIPE Engineering Section Shanghai, which include but are not limited to the following:
· Independent design and development of transformer components, air-break switches, cable accessory products (under-oil load-break switches, tap-changers, fused cutouts, disconnecting air switches, tees and arresters, section cabinets ) from product inception through design, prototypes, field pilots, manufacturing start up, and release to the market to fulfill all required technical specifications related but not confined to -high voltage insulation, surge protection, partial discharge and corona suppression,
- operating current thermal and erosion conditions,
- over current and fault current withstand capability,
- withstand of environmental conditions such as temperature-cycling, UV radiation, corrosive and freezing precipitation, oil, electrical discharge, mechanical stress such as seismic vibration and wind.
· Determination of technical design requirements and formulation of technical specifications for the described products.
· Generation of suitable design and type test programs and identification of facilities in China or elsewhere to conduct them.
· Performing design and certification test programs and obtaining type test reports for the new or modified products.
· Proper application of corporate project management procedures to design and development projects.
· Identification of appropriate materials and manufacturing processes and verification that proposed materials and processes conform with design specifications.
· Together with the Procurement Team investigate and evaluate vendor suitability. Formulate and carry out test programs to establish vendor capability and specification fulfillment both during trial and ongoing production.
· Provide timely and comprehensive product engineering support for related local manufacturing operations in order to maintain company standards of quality, performance and cost of products.
· Drive development of a new product with clear goals for product reliability, manufacturability, and serviceability - generate customer delight.
· Establish clear product quality targets and processes to meet the quality goals.
· Identify next generation opportunities within the market and relevant technology and proposes plans to exploit them
· Continuously seek to improve profitability by being aware of costs, but without detracting from perceived product quality
· Effectively collaborate with marketing, manufacturing, and sourcing functions on product requirements, design features, and service
· Effectively negotiate with engineering internal and external departments for resource allocation, changes in schedule, etc.
Of equal importance is management of the personnel of the LIPE Engineering Section, which includes but is not limited to the following:
· Development and motivation of product engineering staff involved in the outlined activities regarding
- Individual personal and career development.
- Training in related division technology.
- Interdisciplinary contact with US engineering design teams as well as with procurement teams, vendors, standards institutions and testing laboratories.
· Responsibility for staffing, budget, and conflict resolution.
· Direction of engineers in project execution including coaching as required of functional and interpersonal skills.
· Constantly monitoring and improving the performance of the team to ensure it meets company objectives
Background / Education Requirements
Educational Level
· Minimum requirement is a Bachelor degree in electrical, electromechanical. A Masters or higher degree in same fields is highly desired.
Minimum Qualification
General technical experience of the candidate:
· Must demonstrate extensive first-hand experience of engineering products used in medium or high voltage power transmission and distribution systems. Examples of these products are
o Transformers, Regulators,
o Switches and Switchgear, Vacuum Interrupters,
o HV Cables,
o Generators, Motors,
o Capacitors, Reactors
o Fuses,
o Insulators, Surge Arresters, Cutouts
o Components used in the above devices.
· At least 8 years relevant experience, a significant amount of which was spent in either direct design experience or project management of medium voltage distribution products
· At least two years managing and developing engineering personnel
· Experience with DFX, and 6 sigma methodology is prefer
Additional requirements of the candidate:
· Either native Chinese or with close cultural ties to China
· Extensive international experience during education and/or working experience
· Fluent verbal and written command and comprehension of English and Mandarin languages
· Experience operating successfully in matrix organizations of multinational corporations
