Shanghai Symphony Telecommunications Co., Ltd. (SST) was established in December, 2000 in Pudong, Shanghai. The company was jointly invested by the Shanghai Telecom Corporation (STC) of China Telecom Group, AT&T Corporation of the United States, and Shanghai Information Investment Inc. (SII) of the Shanghai Municipal government.

As China's first Sino-Foreign telecom service joint venture, SST was incepted with a mission to bring into China world-class broadband IP networking services and solutions for the multi-national enterprises.
