职位描述

Position: Organization Partner & HR Governance

Location: Beijing

Main goals and objectives:

? The overall objective of this position is to support Head of Organization & Central HR in defining, developing and implementing of organization strategy in the entire China region, in order to ensure optimized organization structures and processes for part of the functions of all Volkswagen entities in China with VW Konzern Standard tools and methodologies.
? Major activities of the position focus on following fields:
1. Organization Development
2. Grading
3. HR Governance
4. Data management
5. Trainings/Guidance / Workshops.
? This position has different roles in specific circumstances, including leading, guiding, consulting and supporting.

Your Responsibilities:

1. Organization Development
Analyzing, supporting and consulting activities regarding Organization Design (OD).
Major activities are:
? Analyze the current organization structure in details including process, grading, function (tasks and responsibilities), shareholding relationship and appointment rights, etc.
? Create organizational transparency including, position name, incumbent, reporting structure, hierarchy level, functional grading, organizational efficiency, span of control, appointment right, headcount planning, budget and actual situation, etc.
? Benchmark of ODs China wide with consideration of the special JV situation and derive implications of different structures for the business needs
? Consult the top management in organizational topics, for example reorganization of department, JV contract negotiation, etc.
? Implementation of Group Standards tools and methodologies, e.g. standard software, standard organization chart, monitoring of span of control, organization indices (Orga-Kennzeichen).

2. Grading
As one of the core functions of the department, functional grading a fundamental system for organization design, C&B system, recruitment, employee development and global assignment. The incumbent must have very good overview about all main functions and processes in the VW Group in order to grade the functions properly.
Major activities are:
? Analyze the job profiles, organization charts, disciplinary and functional reporting line and key figures to carry out grading of functions according VW Group Standard. Confirm the grading results with K-SOO. Present the results to top management and get confirmation.
? Continuous monitoring of new positions in the organization and influence of restructuring on the functional grading of already existing functions (China wide > 1000 positions). Lead regular grading review projects in entire China region.
? Ensure that the grading is always representing the current status on a view of the next 3 to 5 years. Carry out benchmarks of comparable position across different organizations and ensure harmonization the grading
? Representative of Organization Department in the recruitment process and EPA process, in ATPP Succession Planning Meetings as the only valid information source of functional grading.

3. HR Governance
As one of the key function of the centralized HR business area, this responsibility is mainly in charge of development the HR strategy concept in term of VW Konzern Standards, to ensure the roll-out within the Region China and to further develop continuously all related topics
Major activities are:
? Create communication platform and channel among all VW entities in China and maintain good relationships with HR in JVs
? the HR projects, either initiated by VGC or VW AG are well implemented in all VW entities in China
? Analysis current available reports for further use and necessity
? Implement standardized HR reporting structure and sequence
? Define data to be reported
? Timely information to all relevant parties, including Top Management, JV partners.
? Initiate labor relation related topics with in all VW entities in Region China
? organize HR Conference, workshops on special topics

4. Data Management
A sophisticated and efficient data management ensures high quality of work, efficient work and excellent output. Standardized data management should be installed in all entities in order to accumulate data in an efficient way with clear understanding and targets. The Organization Department can be seen as the data management hub for the entities in China.
? Analyze what data can be used from SAP in order to avoid double work and misleading data.
? Use SAP system to a maximum extend in order to optimize data management and to have only one common data source
? Analyze existing data bank systems (which are usually based on Excel) and identify fields for improvement
? Develop optimized data management system on business unit needs
? Establishment of Organization Database in China

5. Training / guidance / workshops
To ensure that all tasks for the entities can be carried out and that all entities are involved in their related activities common workshops must be held. In this workshop a win-win-situation must be created. In the beginning this workshop should take place twice a year to ensure continuity and progress. The relevant representatives from the entities must participate.
On the agenda should be:
? Common understanding of the tasks and responsibility of “organization” in China.
? Define overall organization strategy and targets (short, middle and long term).
? Define activities and projects to carry out within the next half year (until next meeting)
Besides the above mentioned regular organization workshop, special workshops/ trainings are organized for specific purpose, e.g. implementation of group standard organization software (org.manager), etc.

Our Requirements:

Necessary education:
? University graduate in Economics, Engineering or MBA

Working experience (in years):
? At least 6-8 years in multinational companies
? Background of consulting working experience is a benefit

Remarks (Language, IT-Knowledge, Certificates etc.):
? Fluent German (not mandatory), fluent English, fluent Chinese
? Advanced knowledge in MS Office, especially in PPT and EXCEL
? Outstanding inter-personal skills in multinational working environment
? Background knowledge from different fields (HR, Manufacturing, QA, Finance) is a plus
? Oversee study and working experience is a plus
