一、岗位职责：

1、根据公司年度计划大纲和年度综合计划，组织编制年度物资供应计划，其中包括物资供需平衡表、采购计划大纲、资金使用计划等。

2、做好上级部门布置的各有关物资供应计划申请、报表编制及上报工作，并认真做好各类报表、计划文件的历年资料收集、积累、保管工作，力求资料的完整。

3、根据资金定额，合理进行物资采购，负责对供应商的商务谈判、价格审核与年度降本及供应商的日常管理。

4、负责对公司非生产材料的采购与供应商的评估。

5、负责供方的初选，组织对供方进行评价、选择，参与定期评审。

6、严格执行财务制度，办理好物资财务结算手续，做到单据清、账目清、手续清。

二、岗位权限：

1、有权在授权范围内编制、签定对外采购合同。

2、对配套厂建点、撤点具有建议权。

3、有权在授权范围内对非生产材料的供应商选择。

三、岗位素质：

1、具有本科及以上学历，英文听说写流利且具有三年以上供应采购管理经验。

2、熟悉供应计划管理、物资管理、经济合同法、物资储备定额商务谈判等专业知识。

3、了解企业生产经营、产品技术、工艺流程等基本情况，熟悉仓库组织与管

理。

4、具有较强的组织协调能力及决断能力，能对各种业务信息、资料进行分析研究，作出正确判断。

5、有较强的公关意识，能与物资供应单位建立广泛的业务联系，协调好内外关系。

1. Responsibility

1.1 According to the business plan and forecasting of the company, make and design all purchasing plans, including the purchasing plan, the supply & demand sheet and the plan of expenditure of the funds.

1.2 Strictly perform the supply application and make the reports of supplying. Completely collect all the reports and keep them well.

1.3 Purchase according to fiancé. Responsible to the negotiation. Price auditing, annual cost reduction, and regular management against suppliers.

1.4 Responsible to the non-production material purchase and assessment of suppliers.

1.5 Responsible to the primary selection of suppliers, organize for suppliers assessment, selection. Participate in time auditing.

1.6 Strictly obey the finance regulation, settle accounts clearly and timely.

2 Authority

2.1 Have the right to sign the purchasing contract within the authorized responsibility.

2.2 Have the right to recommend setting a new supplier or canceling the old supplier.

2.3 Have the right to select non-production material suppliers within the authorized responsibility.

3. Requirement of Capability

3.1 At least graduated from college and have more than 3 years experience as a purchaser.

3.2 Have the knowledge of the management of purchasing plan, material, and stock and of the Law of Economic Contract.

3.3 Familiar with the products, the processing flow and the management of warehouse.

3.4 Have good sense and coordination, could make a correct decision after analyzing the relative information.

3.5 Good communication with all the suppliers and could coordinate well with them.
