Responsibilities

• Coordinate and directly handle the management of the quantity surveyor consultant
• Prepare cost plan, budget estimates and budgeting strategy for proposed development projects
• Assist the Project Team to obtain economic design solution through value engineering and value management involving cost studies, cost comparisons and life cycle cost analysis.
• Assist the Project Team in setting procurement strategy including contract packaging and tender procedure to suit Project Program.
• With assisting from the QS consultant to prepare and review tender estimates, tender documents and assist in the drafting of tender contracts to suit any special circumstances of the project to minimize risks to the owner.
• With assisting from the QS consultant to prepare, review and compare Bill of Quantities.
• Coordinate with QS consultant to evaluate cost submissions by tenderers.
• Assist in contract administration and cost control; reviewing and valuing costs caused by variations, and amend the cost control target.
• Build and maintain project historical cost data.
• Assist in project design and construction related payments review.
• Ensure compliance with all applicable laws and codes, and Hines standards.
• Encourage a safe working environment
• Maintain ethical, professional, and courteous relations with contractors/subcontractors/suppliers.
• Perform other duties as assigned by the Director/Head of Construction/General Manager.

Requirements

• University Graduate in Quantity Surveying/building/Civil engineering/mechanical engineering
• Possess a recognized quantity survey engineer certificate
• Minimum 10 years experience in construction and the ability to demonstrate experience with the items listed under Responsibilities
• Knowledge of local construction code for Construction project management and experience working with construction related organizations in Shanghai, China
• Able to lead a team of up to 3 persons
• Familiar with Shanghai local code specific to archiving of construction documentation
• Familiar with international construction management techniques
• Normal verbal and written communication skills, in both Mandarin and English
• Capable of displaying excellent practice in document controls
• A well organized self starter who works efficiently
• Able and responsible to work with minimal supervision
• Proficiency with Microsoft Excel, Word, Powerpoint, MS Project, AutoCAD and other software
