Job Purpose

Leader and project manager for external operator coordination in the areas of public transportation, public utilities, and other resort areas that are owned or managed by those outside of Shanghai Disney Resort management responsibility.

Responsible to develop operating agreements with each of these external parties to coordinate operations, maintenance, safety, security, public affairs, legal, and commercial activities.

Work closely with and become a trusted advisor to senior management team on external operations and government affairs issues, pro-actively identifying issues that have the potential to impact the overall resort operations.

Point of strategic coordination when dealing with partner-related project work and ongoing operations interface for commercial opportunities in the public transportation connector, lake and public transportation hub.

Proactive management of key Chinese government departments through regular liaison, timely communication and sharing information when appropriate so as to gain their support to our business and activities.

Leverage outside consultants, partners, and vendors for consultative needs and communication deliverables.

Provide advice across operations lines of business to ensure government aspects of proposals/initiatives are properly understood and handled.

Key point of internal coordination between Walt Disney Imagineering-Shanghai and Operations for consistent coordination in communicating with external parties.

Liaison with Government Affairs for all project development work and operating policies requiring government support (fireworks logistics, municipal facilities, public transportation, etc).

Support the overall strategy to obtain all operational licenses and permits required to operate the Shanghai Disney Resort.

To ensure a successful opening and operation of the resort, the External Operations Director will lead a team, working closely with all LOBs under Operations to pursue seamless work objectives and to ensure the deliverables are aligned with the opening sequence of the resort and are conducted in the order of priority and urgency based on Disney’s needs.

Key Responsibilities

? Project manage and drive closure all operating agreements between external operators and Shanghai Disney Resort prior to the opening of the resort.

? Serve as a key point of contact with external operator leadership and middle to higher level government officials at relevant government authorities including the Pudong New District Government, the local Shanghai Municipal Government, and central government authorities as required.

? Define strategy and develop work plan for External Operations agreements with public transportation, public utilities, and other support areas for Shanghai Disney Resort.

? Develop key relationships to enhance and facilitate communications between the government authorities and all relevant disciplines within Disney organization.

? Overall leadership and development of the External Operations team.

? Identify challenges encountered and facilitate solutions by seeking support from leadership of Disney and external government authorities and sharing resources

? Periodically summarize work status and give regular report to Shanghai Disney Resort leadership.

? Develop budget plan of the team and implement work within budget.

Education

? Bachelor’s degree or equivalent in Hospitality, Business, Project Management, Government Relations, or related profession.

Experience

? 10+ Years job related experience. Hospitality, retail, restaurants, show & entertainment or equivalent service industry work is preferred.

? 5+ years of operational or project development/management experience in Shanghai and mainland China.

? Previous experience working for a multi-national company is a plus.

Required Qualifications

? Strong background and specific knowledge in the business of working with the government authorities on licenses and permits applications.

? Proven to be strategic and creative thinking, be flexible to the environment

? Excellent technical skills and the ability to coordinate numerous resources

? Strong communication and presentation skills, verbally in presentation and conversation, and written in correspondence to stakeholders.

? Adapt to change, establish relationships, build consensus, anticipate roadblocks, and work in a team environment.

? Proven ability to work in a complex and diverse major business unit of a multi-national company.

? Demonstrated ability to work within a matrix organization; Willingness to work and integrate with multiple partners and leverage other’s resources.

? Experience of multicultural and diverse teams.

? Experience with and proven understanding of scheduling, estimating, budgeting and quality control.

? Demonstrated understanding of basic financial analysis and business case development.

? Proven ability to be proactive, work effectively under little supervision while meeting timelines.

? Proven ability to develop policies and guidelines for large-scale operations.

? Demonstrated ability to manage simultaneous priorities.

? Computer literacy (Word, Excel, PowerPoint, Outlook)

? Proficiency in writing, reading and speaking Mandarin and English.
