JOB PURPOSE: To provide support in the efficient, timely and economical procurement of assigned commodities and the development and training of Purchasing personnel.

JOB DUTIES: Reporting to the incumbent are salaried support personnel including Purchasing Analysts and Follow - Up Clerks. Primary responsibility includes receiving Purchase Requisitions from all departments for commodities and within established guidelines places orders with suppliers.

Performs functions relative to establishing sources, computing prices, determining quantities to be ordered from each supplier when multiple sources are utilized, reproportioning orders to balance company production and inventory accounts, developing pricing structures etc. The incumbent receives feedback concerning price, quality and delivery problems and provides liaison between departments and suppliers for assigned commodities.

Contacts suppliers of unassigned commodities and in conjunction with appropriate manager explains Caterpillar policy on delivery, payment terms, engineering specifications and quality standards. Receives supplier representatives on a scheduled basis or at supplier request to resolve problems on orders, delivery performance, quality of delivered commodities and engineering changes applicable to current or proposed commodities. With direction from manager the incumbent negotiates price changes on specific commodities. Participates on quality certification and audit teams and is responsible for quotation requests on new and existing commodities.

Maintains and assists in the preparation of information concerning financial stability, potential labor problems, delivery performance and cost analysis data of assigned suppliers. The incumbent works through the Purchasing Manager and commodity teams to implement supplier or company suggested engineering changes which could result in product cost reduction. Works with suppliers in developing their own quality control problems to meet Caterpillar quality standards.

Remains alert to cost savings methods and maintains file of quotations from competitive sources and coordinates with engineering and manufacturing for approvals to implement savings. Provides cost information to other departments.

BACKGROUND/EXPERIENCE: Requires a college degree or equivalent experience on various assignments in Purchasing with emphasis on working with suppliers. Should have technical knowledge of assigned commodities, company purchasing policies, company quality standards etc along with good human relations and communications skills.
