QUALIFICATION/EXPERIENCE AND EDUCATION:
* University degree in chemical, mechnical engineering or business related major
* more than five (5) years experience in procurement, project management, or construction contract formation & adminstration.
* Good command of English ,ability to communicate effectively in reading, writing and speaking
* Demonstrated negotiation skills, knowledge of legal and commercial aspects of procurement; knowledge of Incoterms and China equivalent commercial legislation.
DUTY SPECIFIC FOR THIS JOB ONLY:
* Communicates with suppliers and personnel within Praxair to establish clear definition of requirements, and to assure performance to contractual terms and conditions.
* In conjunction with a cross-functional team, prepares and conducts supplier commercial qualification, bid solicitation, bid evaluation, Purchase Orders negotiation; supplier selection,contract award. * Develops procurement and contracting plans to support a Front End Loading (FEL) process for Praxair project proposals.
* Procure equipment, material and services from approved suppliers at the lowest evaluated cost consistant with consideration of quality, delivery and reliability.
* Prepares, commits and administers purchase orders and contracts; monitors supplier performance for conformance to commercial terms.
*Deeply engaged in the cost reduction programs, involve, control, measure and report the cost savings in all Praxair China regions and business unites.
*Prepares and organizes procurement sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Praxair and supplier on all contractual matters
