The main function of the Crop Protection & Chemical Legislation Regulatory Affairs Manager (for Greater China, Taiwan, Japan and South Korea) is to increase the regulatory security of our product portfolio by influencing the evolution of regulatory policy and successfully managing regulatory affairs issues with impending or potential impact on our products, and is to deliver the registration projects by setting the right strategy and leading the Regulatory Affairs competency.
The individual will also be primarily responsible to develop and to implement registration strategy for designated proprietary intermediates & raw materials, as per chemical regulations requirements and to ensure compliance of Corteva portfolio with applicable chemical legislation in Asia Pacific countries (including but not limited to Greater China, Taiwan, Japan, South Korea). The individual will conduct regulatory work to support Corteva and its suppliers’/customers’ business opportunities identified in these countries.
The individual will also work in partnership with regional program leader, portfolio managers, commercial and Marketing manager, Regional External Manufacturing Manager, Regional Supply Chain Manager, Regional Product Development &Process manager and Regional Integrated Field Science leaders to help design strategy, define & implement registration & operation/supply chain programs by participating in evaluation of new technical ideas to meet market needs.
The individual will be leading Crop Protection & Chemical Legislation regulatory advocacy in their respective countries working with registration & business personnel in these countries.
Key Responsibilities:
- Leads the strategic planning and execution of technical/regulatory programs needed to realize Corteva crop protection business growth in the said countries by managing registration of Crop Protection products identified and approved, and facilitation of regional efforts in cooperation with regional & global registration team by maximizing data leveragability.
- Leads regulatory advocacy in the said countries working with registration & business personnel in these countries by consolidating, promoting, and organizing Regulatory Affairs initiatives or projects with short and long-term benefit.
- Participates in the planning of the overall regional product development/registration projects with the help of registration staff in respective countries, identify issues and gaps proactively and facilitate smooth implementation of development/registration projects in the region and review progress from time to time with the regional Regulatory & Stewardship leader.
- Leads the development of regulatory strategy & regulatory activities leading to resolution of regulatory issues facing the business in the region.
- Works with the other Regulatory & Stewardship managers in Asia Pacific in developing and updating the Registration & Regulatory Affairs competency improvement program.
- Serves as a Corteva regulatory representative in trade organizations, government task forces or committee’s, etc., dealing with regulatory issues and policy.
- Coaches, counsels, motivates and provides support to country Registration personnel in the region.
- Monitors and anticipates regulatory trends/shifts and advises country/regional commercial management on regulatory issues. Participates in business planning by providing a perspective on the regulatory implications of business strategies and projects.
- Completes business impact assessment on new and changing chemical regulations. Designs compliance plan to implement update of changing chemical regulations.
- Develops and implements chemical registrations/notifications strategy for Corteva’s crop protection portfolio to meet local chemical legislation compliance requirements in the said countries. Completes and submits registration/notification dossiers in specific countries. Follows up with regulators on submitted dossiers. When applicable, coordinates with external consultant the compilation and submission of registration dossier.
- Finalizes and aligns the new chemical registration strategy in China to be applied at Corteva plants/External manufacturers
- Proactively communicates to provide chemical regulatory expertise and advice to local and global Corteva stakeholders (e.g. global chemical legislation and hazard communication team, regulatory, supply chain, manufacturing and external manufacturing, commercial, sourcing or R&D) to ensure that issues, challenges and opportunities are progressed and addressed in a timely manner.
Qualifications:
This position is a technical role focused on the strategic planning and execution of technical & regulatory programs needed to realize our business growth in the said countries. Thus to fulfil such objectives, PhD or M.S. in regulatory science or equivalent work experiences (more than 5 years) in this area is required. And this role is to be filled by a person who has demonstrated leadership capability in the complex regulatory and cross-country program with internal and external organization.
- Recognized as a regulatory expert both internally and with Chinese regulatory agency.
- In-depth knowledge of China/Taiwan/Japan/South Korea regulatory requirements and processes, and a broad understanding of global Registration & Regulatory Affairs issues and trends.
- Solid experience in dealing with China chemical regulations (MEE Order 12, IECSC) and chemical regulations of at least one other countries;
- Demonstrated success in building relationships and negotiating with regulatory authorities
- Networks effectively throughout R&D, commercial, operation teams, and externally. Comfortable working through influencers.
- Communicates clearly, concisely, and readily.
- Demonstrated ability to organize complicated sets of information and ideas into themes and actionable objectives. Comfortable with ambiguity.
- Demonstrated ability to manage long-term assignments/projects. Good project management skills and with good track record of follow-through.
- Shows interest in others and their success. Enthusiastic, helpful, and motivational. Instills trust and confidence.
- Thorough knowledge of Corteva product portfolio and the regulatory issues associated with it.
- Shows the maturity and self-confidence to be a guardian for Corteva stewardship principles and ethical standards in the face competing business pressures in the country.
- Good general knowledge of agrochemical business, how it is organized, and what it takes to be financially successful.
