Job Function:

  工作职责：

Capable of performing the duties of buyer as defined in all purchasing procedures of the company

能够胜任并履行公司所有采购相关程序中规定的采购人员的职责。

 

Understand the content of the purchase requisition, and propose a BIDDER LIST and finalize it with the support of the supervisor

理解采购申请的内容，并据此制定投标商名单及与主管确定最终名单

 

Ensure the inquiry, tendering, PO awarding, etc. are completed on time and on quality.

确保询价、招标、授标等采购行为按时保质完成

 

Be in charge of commercial clarification, negotiation and evaluation for the small amount PRs

完成小金额采购订单的商务澄清、商务谈判、商务评估

 

Ensure that the approval of the purchase requisition complies with company policy and the correct use of the framework agreement

确保采购申请的审批符合公司政策，并正确使用框架协议

 

Convert purchase requisitions into purchase orders in a timely manner according to the procurement process

根据采购程序及时地将采购申请转化为采购订单

 

Prepare the purchasing contract and get it reviewed and signed in line with the company procedure

起草采购合同，并负责按公司程序完成合同审阅与签署工作

 

Transfer and file relevant information and documents in the procurement process

对采购行为中产生的相关信息与文件进行流转、存档

 

To maintain vendor pool; to keep informed of market price trends; be capable of getting information on the suppliers and the availability of goods and services in the market to meet the requirement of the management / end users

维护供应商数据;了解市场价格趋势;能够获得供应商信息以及产品/服务的市场行情以满足管理层/采购申请人的需求。

 

Develop new supplier, and complete supplier Pre-qualification evaluation

开发新供应商，并完成供应商的资质评估

 

Improve workflow efficiency and continue to optimize the procurement procedure

提高工作效率，持续优化采购工作流程

 

Assist to complete project tendering related work in line with the tendering procedure.

按照招标程序的规定协助完成项目的招标相关工作

 

Be responsible for other duties assigned by the superior.

Skills & Knowledge:

  技能知识：

Full-time Bachelor degree or above with technical background in chemical or engineering industry

全日制本科或以上学历，拥有化工或工程行业技术背景

 

Quick learning ability and be willing to work as a buyer

快速学习能力并愿意从事采购工作

 

Familiar with relevant suppliers in the chemical or engineering industry

了解化工或者工程行业的相关供应商

 

Familiar with the operation of ERP, SAP, procurement, engineering project management software

熟悉ERP、SAP、采购、工程项目管理软件的操作

 

Fluent in spoken and written English

流利的英语口语和书写能力

 

Have good professional ethics

具备良好的职业操守

 

The work is meticulous, serious and objective.
