Objectives:

Acts as an HR Business Partner and provides professional support on all Human Resources topics for INEOS Aromatics & Acetyls business in China. The job holder reports to the HR Manager Asia. Responsibilities and decision making are in general reflected in the DOA and the HRIS workflows and provide guidance on necessary information sharing, alignment and approvals.

Main Tasks:

• Develop and implement a mid (and long) term local Human Resources strategy and planning in alignment with the company business plan and strategy.
• Lead successful management of issues associated with Labor Union.
• Responsible for all individual employee matters for INEOS Aromatics & Acetyls Trading (Shanghai) Company Limited.
• Develop and maintain an effective recruiting strategy to support business needs and work closely with the Country/Regional Recruiters for recruitment activities.
• Support and advise the local business management team on culture, motivation and morale. Develop programs and plans for improvement.
• Compensation & Benefits: a) Manage payroll and social security administration for the business. b) Develop compensation & benefit programs to meet employment and business needs, if not included in Labor Union agreements, within approved mandate(s). c) Participate in local salary and compensation surveys to review and advise on local competiveness. d) Support the annual Performance Review, Merit and Bonus process. Provides local expert information on salary budgets.
• Develop Policies and Practices: a) Review / develop new local policies as required to meet the needs of the business or any emerging legislative requirements. Aligns with the HR Manager Asia on consistency. b) Manage and administer all HR programes and policies (if not part of centralized administration). c) Advise Line managers on the application of HR policies.
• Succession Planning and Training & Development : a) work with the business managers to put in place and implement Succession and Training and Development plans to ensure mid - and longer term succession and necessary development of employees. b) work with Country/Regional Experts to get support and make sure there is no overlap and/or conflict with Country/Regional plans and programs.
• Others: a) Work with Country/Regional experts on all HR expert topics where supports are needed, such as Job Evaluation, Mobility of employees, HRIS related questions, etc. b) Participate in Country / Regional / Global projects for improvement or new developments.

Requirements:

• Education & Knowledge: Minimum Bachelor Degree in Business Management, Human Resources or related field essential.
• Working experience: Minimum of 5 to 10 years' experience in commercial or industrial setting, with general experience in all aspects of Human Resources. Must have payroll management experience, with sound knowledge in payroll processing and management.
• Technical & Professional skills: The incumbent must have a good understanding of employment law in the country of operations, labor relations, compensation & benefits and recruitment. Good understanding and experience with HR information systems and IT tools is required. Good written and verbal skills in English next to the native language is required.
• The incumbent must be comfortable interacting with employees at different levels in the organization and from a different cultural background. He / she must possess good verbal and written communications skills and should be comfortable giving presentations. The position requires handling multiple priorities and balancing different demands. Must be ethical, personable, a team player and adaptable.
