Job Description:

? Establish robust Vendor pools, metrics/KPI measurement, scorecards, contract management, etc. Facilitates continuous improvement and innovation that will enable R&D to achieve strategic objectives.

? Set up Procurement Process and SOPs that ensure best value is achieved for R&D, and balance the company needs internally and externally.

? Ensure Vendor Review Process is cross-functional and includes key business stakeholders to ensure vendor is delivering perceived value.

? Implement Supplier management strategy to monitor vendors’performance .Monitoring the quality and timeliness of service supplied; following up the status of purchase orders/contracts with vendors to ensure service quality; and communicating status of services with internal customers;
? Ensure the highest level of Governance is achieved in all procurement processes.

? Conduct competitive bidding, price negotiation, contract signing and PO follow up.
? Ensure that all purchasing savings are tracked and reported in accordance with Procurement Process and SOP

? Communicate with management and ensure that when issues arise, both the issue and the resolution is communicated in a timely manner.
? Communicate Procurement Process and SOP to the stakeholders and report exceptions to ensure compliance to Purchasing Policies and Procedures.

Qualifications：
? B.S./B.A. degree required, M.S./M.B.A preferred
? Minimum 8 years of multi-disciplined procurement experience and/or research (sourcing or otherwise) in pharmaceutical and/or biotech industries.
? Prior experience in biopharmaceuticals, pharmaceuticals, and/or medical device industry required.
? Strong problem-solving skills and ability to work cross-functionally as critical member of site team and larger Procurement team.
? Capability to lead projects/initiatives that have significant impact upon global and local business by achieving project milestones and objectives.
? Must have a strong business partnering orientation with excellent analytic, interpersonal, communication and negotiation skills.
? Good command of English, both written and oral.
? Self-disciplined, demonstrates high degree of independence

? Possess exceptional communication and presentation skills, and be able to communicate to multiple levels within company, including demonstrated ability to influence decision-making.
