POSITION GOALS
Be responsible for satisfying customer needs in maintenance & repair aspects; monitoring operations programs to
-- Provide superior customer service, meet customer satisfaction target

-- Service delivery and governance and contractor or service provider management and ensure service providers meet their contractual obligations
-- Continuous improvements

ROLES & RESPONSIBILITIES
-- Overall accountability for service delivery and governance under the territories; manage service delivery from in-house or contractors, as well as contractor management under respective area and to ensure compliance with KPI’s, guidelines, policies, etc.
-- Be responsible for the development of high level engineering and maintenance initiatives, including developing scope, schedule, cost estimation, and lead service initiatives related projects, process improvements, and daily work.
-- Comply with all Company Policies and procedure including Business Conduct and fiscal rules.
-- Budgeting and planning in respective service area
-- Maintenance and Repair Management
o Work with all involved departments to establish and /or optimize utility system change management process and to implement it in new campus.
o Work on testing and commissioning plans for the new campus, coordinate resources to implement, monitor and validate the plan
o Manage vendor’s scope of work, service level and performance KPI ensuring it meets its contract obligations
o Be responsible for the engineering data integrity and knowledge availability through computer based management systems; Ensures that all appropriate maintenance and repair data (i.e. material costs, contract labor costs, IFM service provider’s effort, etc.) is captured on the system so that we maintain a solid data base of maintenance and repair activities
o Approve, review and analyze system data (reliability, work order calls, etc) and develop initial recommendation with IFM Site Engineer on any maintenance changes, upgrades, replacements
o Install maintenance and repair operations audit program to ensure maintenance and repair program meets contractual obligations and complies with local and Novartis standards, and tabulate results and recommendations resulting from inspection.
o Review, institute, approve and monitor consistent maintenance management practices; with the assistance of the service providers, assure implementation and effectiveness of the aligned skills assessments/multi-skill training program
o Assist in IFM/tech services bidding, negotiation, evaluation process, and administration of contracts
o Drive operational excellence to achieve continuous improvements
o Review on a going basis to improve service development processes.
-- People Management responsibility
o Hire, train, and develop customer service personnel (Typically Building Managers, contractors) on Customer Service Skills;
o Sense the in-house and outsourced personnel’s needs so that to work with HR and/ or service provider’s company to come up with training plans for gaps identified.
-- Energy Management, assist the Global HSE to:
o Develop and implement a comprehensive energy management program for Shanghai site
o Work with the IFM Engineering & Operations Group to identify demand side energy management opportunities
o Gather and publish energy management best practices and innovations within Novartis or NIBR community
-- Health Environmental and Safety
o Administer compliance with and reporting of applicable Novartis environmental health, safety and risk management programs
o Reporting energy electricity, natural gas and water effusion
o Technical safety responsibility from Facilities operations side

WORK EXPERIENCE/SKILLS
-- Undergraduate degree in business administration, engineering, engineering technology or related field preferred
-- Minimum 5-8 years direct supervision of multi-building operations required
