POSITION GOALS
To establish and to maintain strong relationships with key customers, key stakeholders HSE, internal team including operations, security and external suppliers, service providers and other Novartis teams to deliver project management, space management and ad hoc moves for Shanghai existing and new campus. Key goals for this position are –
- Provide superior customer service
- Meet project delivery targets and customer satisfaction
- Space governance, utilization strategy, furniture design guide & move; Provide space data support to charge back models and methodologies
ROLES & RESPONSIBILITIES
-- Provide superior Customer service - Act as customer relationship manager and be responsible for customer satisfaction in project delivery and space management, move and churn regard
-- Hire, train, and develop customer service personnel (Typically Building Managers, contractors) on Customer Service Skills; sense the in-house and outsourced personnel’s needs so that to work with HR and/ or service provider’s company to come up with training plans for gaps identified.
-- Project Management responsibilities
o Work with all involved departments to establish and /or optimize project delivery process flow chart to indicate deliverables in various phases of project delivery process.
o Be responsible for developing project management strategy
o Promote the campus Innovation program at all levels of the company and manage the implementation of the Change Management program, in conjunction with Human Resources, as part of the overall project delivery process.
o Manage both the internal and external resources required to implement the campus project delivery services. Oversight of project management process including partnering with external and internal partners and providers (i.e. architects, engineers, HR, IT, Security, FM, etc.).
o Develop, implement and manage regular Project Delivery Management reports including forecasting, budget to actual and CIP (construction in progress). Interface with the key tenants/ occupants where required to achieve project delivery success
o Be accountable for delivering all phases of project management activities including, but not limited to, program development, budgeting, planning & design management, project milestone scheduling, services contracting of multidisciplinary project teams, project implementation oversight, project closure and conflict resolution,
o Preparation of the capital forecast, managing capital budget against forecast, managing workload and staffing to meet targets, assisting in development of and adherence to policies and procedures, and contractual obligations
o Provide timely and accurate project documentation and reporting including but not limited to: Project meeting minutes, project purchase orders, service contracts and change orders, verification of appropriate vendor insurance certificates, execution of project status updates, and executing close-out reports
o Manage contract of outsourced project delivery providers and/or project management companies to ensure compliance with KPI’s, guidelines, GBP, policies, etc.
o Comply with all Company Policies and procedure including Business Conduct and fiscal rules.
-- Space Governance, Utilization Strategy, support to charge-back model
o Develop and be responsible for the implementation of space standards, metrics and measures.
o Establish and maintain Shanghai site workplace planning standards, furniture standards, perform ad-hoc planning analyses, manage the space allocation and chargeback.
o Provide a single point of contact for all occupancy planning related issues, as well as a platform to escalate planning issues
o Ensure evolving “best practices” are incorporated into the workplace design
o Provide a mechanism to engage customers where necessary to respond to unexpected needs or irregularities in workloads
o Create and manage CAD drawing policies and procedures both for internal use and for distribution to outside vendors
o Provide data support for shanghai charge-back mechanism and models
o Move Management
??Assess customer needs, identify space alternatives, check requests against standards; coordinate the office moves to ensure all specifications are met
??Maintain best practice, develop, deploy and standardize move process and cross-organizational consistency
??Ultimate owner for churn reports

-- Build open, constructive and collaborative relations with superiors, subordinates, and peers and service providers
WORK EXPERIENCE/SKILLS
-- A degree in Project Management or related field or a combination of formal education and experience in excess of eight (8) years, experience must be related to all aspects of Design/Construction/Project Management
-- Project management experience in China with Multinational Companies
-- PMP certificate is preferred
