Overall purpose of job

1. Implement and execute a comprehensive Keppel Quality Management System to ensure all activities necessary to design, develop, and implement a product / service in all the projects are effective / efficient to achieve more consistent quality and meet customers' needs.

2. Establish the Keppel Construction Quality Standards that are relevant to the different type of projects and determine how to fulfill process and product (deliverable) quality requirements.

3. Implement and administer a Keppel Construction Quality Assessment System (CONQUAS) to assess the quality standard of each project.

Main Responsibilities

1. Keppel Quality Management System (KQMS)
a) Implement and administer KQMS to ensure consistent delivery of product/service that meets or exceeds customer's needs
b) Assist the Quality Management Steering Committee to drive the KQMS across all cities in KLCL.
c) Oversee the Quality Planning, Quality Assurance, Quality Control and Quality Improvement process for all the developments
d) Conduct inspections (A5, A7 & A9) at key milestones to ensure Keppel Quality Standards (KQS)

2. Keppel Quality Standards (KQS)
a) Work closely with Design Team to establish design guidelines on the required quality standards for various categories of development in China
b) Work closely with Central Procurement to establish the quality standards for procurement of building material and components
c) Work closely with Project Management to establish KLCL construction quality standards
d) Work closely with Property Management to enhance current service quality standards on handover process and management of completed projects
e) Periodic review and improvement of KQS with the relevant Departments

3. Keppel Construction Quality Assessment System (CONQUAS)
a) Establish and administer KLCL CONQUAS system
b) Conduct project audits based on KQS
c) Periodic review and improvement of CONQUAS system

4. By-laws and regulations - Keep abreast of and update local by-laws and regulations for all cities in operations

5. Green and Sustainable Deign - Assist Design Team to meet green and sustainable goal on infrastructure/ utility, C&S and M&E design
