Purpose

• Accountable for overall engineering operational performance of the responsible station(s)
• Deliver a safe, reliable, efficient and customer centric operation to the Airlines which meet regulatory authorities and the Company business requirements
• Manage the day to day engineering operation of responsible station(s) effectively and efficiently through a team of Cathay Pacific engineering staff, and/or by leveraging internal key stakeholders relationship and effective third party suppliers management

Key responsibilities and tasks

Key Responsibilities

• Manage the day to day engineering operation at his/her responsible station(s)
• Ensure the routine maintenance, servicing, defect rectification and certification carried out on CPA/HDA/AHK aircraft meet the HKAR-145 standards and Cathay Pacific Company requirements iaw EOMP
• Ensure ground-based aircraft health monitoring is carried out to assess aircraft serviceability and respond accordingly
• Manage and support additional aircraft maintenance work as requested by Cathay Pacific Maintenance Control and Maintenance Control Planning
• Manage the routine maintenance, servicing, defect rectification and certification for third party customer’s aircraft as applicable
• Manage and oversee the performance of the technical and ground handling third party suppliers at the responsible station(s) – base station and partner station(s)
• Provide a high level of customer service to internal and external customers
• Direct supervise and certify aircraft maintenance as required
• Manage, control and initiate local strategies to achieve effective and optimum planning and utilisation of station resources including manpower, equipment, facilities and aircraft spares etc
• Manager and control and be accountable for achieving the station’s approved manpower, capital, third party business revenue and operating budget
• Manage the provision of contingency plans to cover operational requirements such as diversions, ad-hoc operations, major technical failures, incidents and accidents
• Support other stations with staff, spare parts and equipment as requested
• Other duties and projects as reasonably directed by the Regional and HKG LM management

Staff Accountabilities

• Manage station engineering staff
• Lead, support and guide own team to achieve success
• Manage staff rosters and approve/allocate annual leave bids
• Conduct regular performance reviews as Direct Appraiser of Engineering staff
• Ensure regular communications and station meetings
• Ensure that the necessary training is provided and scheduled to enable staff to perform their allocated functions including providing local refresher training
• Develop and encourage continuous improvement in quality innovations, leadership, teamwork, productivity and efficiency through employee involvement in order to extract the best performance from people
• Actively develop and maintain the spirit of co-operation and trust with employees and management
• Enhance the employee experience in line with the role level and Cathay Pacific’s internal brand promise of Life Well Travelled
• Recruitment and selection of new staff
• Administration of staff and maintenance of records

Working Environment and Safety

• Monitor ground safety during aircraft servicing and maintenance and ensure that all staff operating around the aircraft adhere to general ramp safety practices
• Manage the local engineering OH&S standards to comply with the Company’s policies and all local government regulatory legislation
• Ensure safe working practices are implemented, reports accidents and provides ongoing OH&S training
• Ensure that self and staff are familiar with the local airport and company Emergency and Accident procedures

Communication

• Ensure all incoming communications is reviewed and auctioned accordingly
• Liaise with the REM / HLM and Hong Kong departments
• Liaise with the City Office, Airport Services, Cargo and other Cathay Pacific airport departments to ensure maximum aircraft handling efficiency
• Liaise with contracted third party operators’ local representatives and airport subcontractors
• Ensure familiarity with and maintains usage of available methods of communication such as VHF radios, Internet, fax, memo, email, SITA etc.

Ground Equipment, Aircraft Tooling and Facilities

• Responsible for the availability, servicing, maintenance and cleanliness of all station company ground equipment and vehicles
• Responsible for the recalibration of aircraft tooling in accordance with company procedures
• Responsible for the station engineering fire protection
• Responsible for the maintenance and cleanliness of the Engineering facility

Administration

• Maintain PC literacy
• Manage and monitor the operating budget via the monthly BCR
• Monitor the verification, input and approval of invoices via FMIS (Finance Management Information System)
• Control petty cash and local purchase of consumable items
• Responsible for the Company material handling and storage procedures including Customs regulations in relation to imported aircraft materials in line with company policy
• Monitor the compilation, revision and publication of the Station Procedures Manual
• Monitor the maintenance of all station technical publications
• Ensure engineer’s authorization and license are maintained and valid
• Ensure that station logs are completed correctly
• Ensure that technical documents are properly actioned and that data entered into Ultramain as per company procedures
• Ensure staff airport passes, vehicle passes, registration and insurance are maintained
• Produce and distribute the Line Station Support Logistics and Station Aircraft Schedule documents
• Respond to station audit reports

Qualifications / Experience

• Minimum 10 years experience in aircraft maintenance engineering as a certifying/approved Engineer or Supervisor
• Must hold HKAR 66 B1 or B2 license or equivalent
• Must hold all appropriate aircraft type approvals (minimum A330/340 and B777-300ER) at level 3 training
• Demonstrable ability in business relationship building
• Verified capability in cost control and budgeting
• Previous experience supervising/managing a team is an advantage
