Job Summary



The Technical Procurement Specialist (TPS) works autonomously and with very little supervision. He will report to the ESTERLINE Shanghai Manager for all logistics. He will take strategic direction from the director of Supply Chain at CMC Electronics, an ESTERLINE Company. The TPS acts as a technical advisor to ESTERLINE CMC Electronics. His principle duties are to source commodities, evaluate manufacturing capabilities of suppliers, find honest and reliable sources, and finally assist both in technical issues and problem solving to maintain supplier delivery schedules. The TPS will work closely with the Manager of Procurement Quality Assurance, the mechanical Supply Chain Manager and buyers forming part of the Esterline CMC Electronics Supply Chain team.



Qualifications


The TPS is a graduate of Mechanical Engineering or has the equivalent bandwidth which includes some mechanical studies and experience in a Manufacturing environment.



The TPS Talks and writes fluently in English, and is willing to travel.



ESTERLINE deals mostly with North American Standards and specifications. The following is a list of the specifications that would render the candidate efficient at the outset. While not all obligatory, the number of known specifications will be considered bonuses in selecting a candidate.

Job Duties


-Analyzes drawings and is able to determine if supplier is able to make the various parts. Also is able to source new suppliers with these drawings.

-Sources reliable suppliers who can make both tooling and parts to support our needs.

-Acts as an official liaison between ESTERLINE and the Supplier on technical matters.

-Initiates Cost reduction programs synchronized with ESTERLINE's philosophy.

-IS able to scan the Asian market for new tendencies and technical improvements.

-Visits suppliers to audit their technical capabilities.

-Visits suppliers to solve technical issues.

-Understands well enough Chinese laws to help ESTERLINE avoid problems in logistics with Suppliers.

-Applies negotiated clauses to Supplier.

-Is able to represent ESTERLINE in technical meetings.

-Gathers data and is able to recommend the best compromise in order to satisfy costs, delivery dates and quality.

-Able to interpret and correlate specifications using Drawing standards versus Supplier's offerings and recommend correct paths of resolution.
