Overall Purpose of Job:

• This role acts as the lead and main contact for all Non-Production Material purchasing at the TACS. Make the leadership with 4-5 persons team. Do the good communication and team work with in & out.  The Supervise, coordinates, provides leadership to and reviews the work of assigned purchase team and tasks. Emphasis is placed on establishing the TACS-oriented standard NPM purchasing process & policy in line with ZF policy and to provide overall administration to support NPM purchase process for all business units in TACS.

Major Responsibilities:

• Set up, maintain & control the effective & efficient procedures for NPM process
• Supervisory to all operation and take lead role in coordinating with all Plant teams and other cross function teams.
• Work within multi-plant (JV and WOFE) structure to drive plant indirect strategies and actions to achieve budget and reduce cost
• Responsible for sourcing and supplier management for indirect commodity including manufacturing MRO commodity, compliance with global indirect sourcing process
• Lead commodity RFQ (request for quotation) or bidding project
• Work closely with commodity manager/operating plant  to meet savings & GCS target
• Input for GFE list through regional commodity and align with commodity strategy
• Work with the operating plant to track project progress and update progress into the project tracking database,
• Manage supply base including creation or renewal of contracts, purchase orders or agreements
• Drive business plans and performance with top suppliers. 
• Conduct supplier assessments for potential new suppliers
• Recommend cost savings proposal including make versus buy analysis, alternate sourcing and vendor evaluation criteria
• Driving the NPM team of TACS to Maintain all records and documentation, of requests for quotation purchase order initiation, cost reduction reporting and all other daily transactions in accordance with established TRW Automotive policies and procedures.
• Support Regional and Global Commodity team on monthly/regional reporting

Key Competencies:

• Critical skills, abilities and characteristics necessary to perform job responsibilities.
• Bachelor or master degree with good English communication capacity.
• At least 8-10 years procurement experience in foreign invested company and have the capacity to shape the purchase function.
• Excellent negotiation and communication skills.
• Deep understanding to purchasing process and have the ability to support manager to improve the entire process.
• Well know the regulation of PRC customs, practical experience is an advantage.
• QAD experience is preferred.
• Team player, sense of responsibility and highly motivated.
• People Management & team leadership Skills
• Fluent written and oral English
