Job Title: Sourcing Manager
Location: Shanghai
Reports to: China Sourcing and Procurement & LCC Manager


Purpose of the job:
Act as a China procurement team member to optimize China vendor base, which work for not only China terminals but also Vopak global.
Key Accountabilities:
1.Strategy- Support China Sourcing & Procurement and LCC manager to build up the strategy of
Vendor foundation for China terminals
Global suppliers base of key categories like Valve, transformer, pipe, fitting, and steel plates as well. Develop strategy to manage key suppliers
2.Operational Excellence
1) Regarding to Global Category
Review and provide input to technical standards together with Corporate technical function (CoOPEX)
Clarify technical and commercial concerns to internal stake holders
Input in project design and terminal maintenance regarding to vendor selection and commodity mapping
2) In the respect of China terminals
Keen on vendor's performance in quality, delivery, cost and service as well
Support bundling terminal strength to improve Frame contract spend
Support in implementing Vopak procurement process and procedure
3.Supplier Management
1)In the respect of Global Category
Follow up closely market development of categories assigned
Identify potential vendors. Collect and review suppliers' information. Assess the capabilities, initiate RFQ and propose right ones for site audit
Drive QA/QMS audit at potential suppliers together with category manager or QA/QC specialist. Follow up action plan and gaps closing
Contribute in frame contract negotiation and finalize vendor qualification process
Regularly follow up vendor's performance
Develop strategy for vendors to upgrade so as to grow with Vopak and build up long term win-win relationship
2)In the respect of China terminals
Support terminals to optimize current vendor base and select most suitable ones to work with.
Align terminals' need with vendors' competitive advantage


Job requirements:
Education and Experience:
1.Minimum mechanic engineering bachelor degree or equivalent professional qualification
2.Minimum 8 years experience in quality management, procurement, or production preferably in Oil and Gas ,or Valve and steel structure, or similar industry environment
3.Familiar with International Codes and Standards for piping, valves, structural steel and preferably electrical equipment as well as China GB Standards for materials and equipment
4.Familiar in EPC project, Code of Conduct, SHE system and claim handling
5.Comfortable with cross culture working atmosphere. Ability to speak, read and write Mandarin and English
6.Strong with Office software
7.Frequent business tour
