Responsibilities:
Key Accountabilities:
Lead the PSCM Asia team and Acceleration Project Team, develop & communicate organization vision, strategy and business objectives
Lead the PSCM Asia team and Acceleration Project Team, closely working with global PSCM and business team to ensure the achievement of the value delivered from Asia market
Provide direction for PSCM Asia team as it relates to overall scope
Participate in the development of strategic direction and operations of R&M PSCM Shared Services
Recruit, motivate, train, coach, counsel and evaluate subordinates
Drive, support and promote the use of PSCM common process with the interfaces of PSCM Asia to ensure full range of PSCM Asia skills and competence is applied
Provide oversight for development and implementation of major emerging market sourcing recommendations; act as PSCM Asia gatekeeper for sourcing recommendations that have emerging market considerations
Ensure the strategic alignment between the PSCM Asia team and global category management team in terms of strategy development and project execution
Develop, implement, manage , report and track PSCM Asia KPIs / business metrics
In conjunction with the PSCM ASIA leadership team, develop compelling business cases / successful stories of PSCM ASIA and communicate to global PSCM and business team
Establish annual plans that facilitate achievement of goals and objectives
Build culture of high performing team. Instill individual and team accountabilities, a sense of ownership for the work and commitment to achieve
Manage PSCM Asia team to achieve targeted results and consistent levels of high performance
Ensure deep engagement and effective interaction between PSCM ASIA team and internal stakeholders
Represent the PSCM Asia with senior internal stakeholder, ensuring business requests and requirements are well understood and met expectation
Develop and implement operating procedures, ensuring compliance with standards on HSSE, social responsibility and code of conduct. Drive and support compliance to BP standards, policies and values
Jointly with the PSCM Acceleration project Manager, successfully implement the Acceleration program
Catalyze the development of value adding projects
Provide BP Senior leader representation of company and business requirements to key suppliers
Deliver the annual influence spend and value creation dollar targets, as well as other key targets
Identify and put plans in action to mitigate risks from supply of Asia sourced materials and equipment
Ensure transparency of work interactions, data, performance and outcomes
Along with PSCM ASIA leadership team, drive integration with global PSCM and business team to proactively explore, identify and execute opportunities from EM
Ensure the communication between the PSCM ASIA team and global business is efficient and effective
Responsible for the development and execution of PSCM ASIA capabilities to influence category strategies
Build and maintain an PSCM ASIA capability for efficient Asia market intelligence to enable timely monitoring of supply capability and pricing, emerging trends and competitive benchmarks
Understand supplier non-conformances and oversee corrective actions
Represent BP with the critical Asia suppliers
Develop and ensure the long term availability of business engagement, category management, QA/QC and Supplier Development, Metrics & Communication resources and capabilities
Responsible for recruitment, development, coaching, performance management and career guidance of all direct reports
Responsible for implementation of Learning & Development program to address personnel gaps and continuously enhance PSCM ASIA staff capabilities

Requirements:
Bachelor Degree in PSCM, Technical (Engineering etc) or Business
15 years experience in PSCM, at least 5 of which is in major leadership roles
International experience, working with different cultures including western styles of working
Preferred 10 years of BP Experience, including senior PSCM roles (or experience in O&G super major)
Preferred experience with relevant business models (particularly manufacturing) and in leading the establishment and operation of an International Procurement Office for another multinational
Have a strong track record of delivering results to the bottom line and bringing about step change improvements in hybrid organizations with central / de-centralized structure
Strong communicator and excellent at influencing others
High impact and high energy individual
Past experience in developing, managing and motivating a large team (or network) will be essential.
Fluent in English, fluency in Mandarin is preferable
Preferred 10 years of BP Experience, including senior PSCM roles (or experience in O&G super major)
Preferred experience with relevant business models (particularly manufacturing) and in leading the establishment and operation of an International Procurement Office for another multinational
