SUMMARY OF DUTIES:
Provide high quality certification services which meets the clients needs in the most efficient and effective manner possible, while ensuring safe products are available in the public marketplace. This actitity requires interpretation of standards, processes and procedures. Makes technical decisions based on a high degree of knowledge, training and experience to maintain the integrity of the CSA Mark

MAJOR DUTIES:
1. Delegates tasks in the form of work orders to Laboratory Techs;
2. Independently manages certification projects concurrently and ensures completion within time frames and cost deadlines. Evaluates products against requirements of the national/international standards and preceduent decisions.
3. Reviews test data and reports and authorize application of the CSA Mark. Prepares and/or signs Certification Reports and Certificates of Compliance;
4. Performs witness testing at clients or third party facility for certification;
5. Provides client with assistance in solving problems/failures without divulging proprietary information;
6. Becomes fully knowledgeable in all national/international standards through research of standards, documenation, bulletins and technical articles in area of specialty. Recommends revisions to ensure technical consistency to resolve issues of pertinent practices, processes and precedents;
7. Keeps the Product Group Manager informed of project status as required, pointing out major problems and non-compliance;
8. Evaluates and qualifies companies in the administration of Certification Programs. Ensures all test Reviews customer test methods and systems; reviews new/old product designs and all applicable documentation. Ensures all test equipment and quality procedures are within guidelines. Provides technical briefings on new and existing requirements;
9. The qualified Certifier is accountable for including the Technical Advisor or Certification Specialist in product/technical discussions that are unique to CSA or to the experience of the individual. This aids the Technical Advisor and Certification Specialist to further advance consistency of practices and to provide guidance at the front-end of the process;
10. Provides technical information service to clients. Liaison with customers in the design stage to ensure requirements of national/international standards are met without compromising confidentiality;
11. Performs within established DQD guidances;
12. Performs other duties as assigned by the Product Group Manager;
13. Makes field trips and performs test work at manufacturer's facilities are required;
14. The Certifier II is subject to internal audits for compliance and competene.

EDUCATION/EXPERIENCE :
1. Bachelor's degree in Engineering: e.g. chemistry, or related;
2. CET 6 or above, good at English and Chinese in speaking;
3. Proficiency in Windows, MS Word and Excel;
4. 3-5 year related experience in certification/testing or water treatment design;
5. Knowledge of Laboratory instrumentation, including operating principles, as well as general Laboratory procedures;
6. Must be team-oriented with good interpersonal skills and abilities to communicate effectively both orally and in writing;
7. Self-motivated and client-service oriented;
8. Strong problem-solving skills, detail oriented, strong organizational and time management skills;
9. Use of various lab equipment, instruments and tools;
10.Ability to read, interpret and develop engineering drawings and test data;
11.Much experienced candidates are also welcomed for higher grade Certifier.
