职位描述：
Responsibilities:
(1) General Description:
· The I&E Engineer is responsible for provide & implement Instrument/Electrical solution in order to meet process needs in plant build-up, process improvement projects with R&D, and /or process improvement team, and other major capital projects accordance with company standards and legal requirements with little or no oversight in China area. Also work with plant team in process safety, and assist to tune DCS program, the daily operation of DCS system with the support of DCS engineer remotely, and instrument & electrical devices maintenance technical support.
(2) Safety/Health/Environment:
· It is required be responsible for his own safety and the safety of others at all times;
· To participate, as required, in safety audits/inspections, event investigations, PHA/HAZOP studies, project management teams, and project briefings. Ensure company and statutory EHS standards are maintained including Responsible Care;
· Complete all assigned and required safety training in a timely manner;
· To maintain, develop, and apply standards that ensure compliance with legislation, Responsible Care, and in fulfillment with the Shareholder’s expectations.
(3) Project Management:
· Support process technology transfer & control philosophy development;
· Coordinate DI for Instrument/Electrical/DCS design ;
· Provide technical expertise, Check the Spec., Support quote and order hardware and software;
· Configure, test and start-up programming of DCS with the support of DCS engineer;
· Oversees contract DCS services as the primary liaison with contract DCS service provider;
· Participate/Support EHS (PHA, LOPA, PSSR, etc.);
· Train operations personnel on automation systems and process control strategies;
· Provide technical expertise and troubleshooting to develop root cause solutions on Instrument/Electrical failure;
· Implement improved process control strategies with R&D, PI and /or production team required;
· Support the plant-wide automation systems as needed, including activities such as troubleshooting, programming, preventative maintenance, back-ups, systems integration, and future planning;
· Participate in Management of Change (MOC) processes that are related to process control for chemistries, formulas, and equipment;
· Assist to tune DCS program with the support of DCS engineer remotely, Support DCS Spare parts management;
· Ensure job activities in compliance with related company policies and procedures.
(4) Quality:
· Understand the ISO9001 Quality System/ISO14000 Safety System and how it affects or impacts their job functions and what requirements are needed in their job functions to comply with these system.
(5) Others:
· Act as project Design & Implementation Pillar Leader for SPS.

Requirements:
· Bachelor degree in I&E automation or related.
· At least 3 years in maintenance/project field of I&E automation control environment in chemical/petrochemical manufactory
· A basic understanding of chemical process unit operations is essential. Previous experience with programming and support of Distributive Control Systems (DCS) is essential– Delta V experience in Chemical Industry;
· Familiar with Emerson DeltaV System in both Hardware and Software
· Familiar with OSI PI System in data update
· Understand the principle of PLC
· Good knowledge of I&E and DCS principles and design standards in Chemical plant, and evolving best practices
· Be able to use of CAD and MS office preferred
· Good written and spoken English
