商业网点建设开发中心（简称商网中心）是1993年10月11日经中央机构编制委员会办公室批准成立的司局级国家事业单位。隶属于国务院国有资产监督管理委员会。主要职能是承担全国现代商业物流和采购基地体系重大课题的调查研究，政策性建议的提供；为全国商业网点的建设开发提供规划设计、资金筹集、工程建设、技术服务和组织相关业务交流与培训活动。经过20余年的发展，新时期的商网中心围绕国家商业网点的投资开发、资产管理、资本运营三条主线，大力发展服务业，助推中国产业结构调整和城市升级转型。
Commercial network construction and development center (Commercial Network Center, CCNCC) established on October. 11, 1993, which is a department bureau level of state institutional, approved by the Office of Central Institutional Organization Commission. CCNCC managed by the state-owned assets supervision and administration commission of the state council, which the main function is investigation and research on the modern commercial logistics and procurement base system, and provide the policy suggestions. Besides, it provided planning and design, capital raising, engineering construction, technical service and organization related business communication and training activities for the commercial branches nationwide. After more than 20 years of development, commercial network center around the investment and development、 asset management, investment operation these three main line during the new period, meanwhile service industry will be developed vigorously, thereby promoting China’s industrial structure adjustment and upgrade transformation.
2015年9月，商业网点建设开发中心批复了中安亚太改建实施方案。中安亚太改建为国有事业法人独资公司，承担贯彻实施商业网点建设开发中心战略发展意图，引导商业流通领域经济转型发展、创新发展，以股权投资和资产管理为带动，兼顾基础设施和战略性新兴产业园区投资运营，致力于打造以大型商业设施、农贸流通市场、物流园区和文化旅游地产等领域的开发建设为核心任务的专业化平台公司。
