职位描述：
Overall Objectives and Main Responsabilites
? Lead activities associated with government licenses (Environment, Fire, Power, Water...) and ensure a good choice of designing institute and construction company.
? Working with Designing Institute, Construction Company, Piling Company, Supervisor Company and others to make sure the construction is well on the track.
? Working with related functions like HSE, AME, Finance, Facilities, PM and so on to meet Safety requirement, project timelines and customer milestones.
? Identifying and securing temporary resources, especially ME, maintenance and technical support, from other TRW facilities to aid in robust industrialization of manufacturing equipment.
? Conduct a lean plant design workshop.
? Coordinate with all local stakeholders for any necessary documents.

Specific Responsibilities –
？ Power requirements, plan for power distribution and bus bars
？ Compressed air requirements & plan for distribution and drops
？ Outside logistics plan (truck flow, car & bike flow & parking, chip & waste management)
？ Establish plant security systems and facilities
？ Utilities piping and cabling
？ Procure office furniture
？ Broach pits
？ Fork truck battery charge area
？ Shop floor epoxy coating
？ Shop floor lighting plan
？ Air conditioning / spot coolers for shop floor
？ Outside green areas
？ Planning of the outside grounds including understanding of future needs for car parking in the facility and industrial park
？ Define temporary offices for the local team to operate
？ Establish spare parts storage facilities and controls
？ Develop fluid management systems
？ Establish spare parts management system
？ Research / understand local safety and environmental regulations, ensure compliance
？ Acquire operating permits and approvals by fire department, safety bureaus
？ Plan and define Working metal fluid management process
？ Storage of chemicals
？ Define safety PPE
？ Define utilities facilities management
？ Plan and implement fire protection systems
