Job Title: Asset and Maintenance Manager

Organizational context:
Reports to Operations Excellence Director Division China

Purpose of the job:
To lead terminals to achieve Maintenance excellence and develop team competency for sustainability

Key Accountabilities:
1. Maintenance & Operations
? Support the implementation of divisional strategies pertaining to Opex related issues like Operations and maintenance as well as SHEQ.
? Help to align all Vopak China operating companies to division & corporate objectives.
? Support development and implement divisional Maintenance, Operations & SHEQ policies and processes in alignment with global policies and standards.
? Support operating companies in order to meet legal obligations and Vopak Standards and translate policies into action plans (give support and guidance to local organizations)
? Lead and coordinate development of divisional Three Years Maintenance Plans (3YMP) and Sustaining Capex.
? Review the sustaining Capex and Maintenance Opex expenditures for the division; provide feedback to divisional MT for approval.
? Present the divisional 3YMP & Sustaining Capex to Division Opex and Division Finance for discussion and formal approval.
? Follow up on timely execution of capex budgets as per plan and advise divisional MT for any intervention.
? Support the divisional deployment of Vopak Computerized Maintenance Management System (CMMS / ME2) at all locations and provide technical support to terminal users.
? Ensure implementation of maintenance related Vopak standards in the division.
? Provide operational & technical assistant to division on matters related to maintenance.
? Conducts visits to terminals to follow up on audits (e.g. THA, operational & maintenance issues) as well as training & guidance to terminal management and Ops & Maint employees.
? Arrange for Operational & maintenance related training to support the Opcos.
? Prepare divisional monthly and quarterly reports on Asset and Maintenance related matters for division /corporate office
? Support the KPIs and the benchmarking systems to allow comparison of various performance elements across companies or units.
? Advise that local companies comply with legal regulations & Vopak Standards.Service

2. Competency development
? Develop maintenance management competency framework
? Engage the SMEs to develop the best practice and build the network for sharing in support of Opco to improve facility reliability in alignment with global policy and standard.
? Support the training

3. Project related management
? Perform divisional and corporate governance role on all divisional projects (Green/Brown field) for compliance to Vopak Standards and advise Project Managers for compliance accordingly.
? Perform roles in Greenfield project organization as internal customer and provide operational & maintenance related advice.
? Participate in peer reviews, HAZOPS and other risk assessment techniques in new and improvement projects.
? Review Investment proposals for Green / Brown field expansion projects and provide feedback to divisional management for final investment decisions.
? Advise Project team that Safety standards and Vopak fundamentals are in compliance during the project execution stages.
? Support the pre-commissioning and commissioning activities, if needed.

4. Representation
? Represent division in various corporate committees e.g. CMMS deployment, Operations & maintenance related expert forum, etc.

? Corporate Policy & Standards implementation as planned
? Divisional Capex & Opex performance KPIs

Education and Experience
? Master/Bachelor Degree in engineering
? 10+ years work experience of which at least 5 years in oil & gas terminal or process industries maintenance leading role with proven track record.
? Demonstrated ability in leading, influencing, driving and stimulating organizational change efforts
? Demonstrated leadership and people management skills
? Global mindset coupled with cultural sensitivity
? Demonstrated business acumen and analytical ability
? Proven maintenance excellence background in related industry
? Excellent interpersonal & communication skills with good proficiency in English 举报 分享
