JOB TITLE: Logistics Commercial Manager – Fixed Cost
REPORTING TO; Logistics Director
ACCOUNTABILITIES
? Solution proposals to internal clients’ logistics issues related to leasing and storage contracts, with sufficient consideration to regulations, company HSE policies and other controlling policies;
? Ensure the commercial aspects, such as rates, terms and conditions, of logistics solutions are on reasonable industrial levels, through proper benchmarking.
? Service provider selected and contracted acceptable to company HSEQ standards;
? Identification of logistics resources related improvement needs and drive solutions implementation;
? A fair balance between cost and quality and a target to reduce the unit price on a regular basis;
? Logistics costs under good control;
MAIN ACTIVITIES
? Conduct market survey for new services providers;
? Participate or coordinate global, regional or local tendering;
? Negotiate and logistics service contracts;
? Negotiate extra service expenses;
? Analyze rates and conditions offers, using multiple operational scenarios;
? Facilitate service provider installation.
? Monitor and analyze fixed cost spending; Analyze business units’ logistics operational performances and propose improvement;
? Resolve claims
? Monitor and analyze performances of service providers
? Lead and coordinate warehousing and equipment optimization; Assist in resolving operational issues;
? Follow up issues in logistics service contracts execution, take efficient and effective actions;
? Maintain Asian warehouse information in global warehouse system.
? Function as a back up to other logistics purchasing staffs; Other tasks and projected occasionally assigned from management when there is necessity;
JOB DIMENSIONS
? Job holder is located in Shanghai
? At a central service role, job holder needs to cover the purchasing of fixed cost logistics resources, primarily warehousing for several business units. Meanwhile also functioning as a Chinese local support of other fixed cost purchasing related regional/global program whenever required.
? Pursuant to Arkema business and corporate teams’ operational and technical requirement, source, negotiate and contract logistics services. Ensure the commercial aspects of solutions be competent industry-wise.
? With a prioritized and constant objective of optimization, make solution proposals to various logistics issues and improvement needs with sufficient consideration to laws and regulations, working procedures, company HSE and other controlling policies;
? Assisting Logistics Director in following up the evolution of Chinese and International laws and regulations on logistics.
? The job hold will be a SAP and TMS Key user.
CONTEXT AND ENVIRONMENT
? Arkema Greater China consists of multiple industrial sites, commercial teams and functional teams. Each operation has its own logistics challenges to cope with. Greater China Logistics team needs to help with cost-effective and sustainable solutions to these issues.
? To achieve these goals, the job holder need to find logistics services providers offering legitimate, efficient and cost effective services. At the same time the job holder will need to take the lead to resolve issues that emerge from the execution of the contracts; he/she shall devote sufficient efforts coordinating amongst service providers, Arkema commercial staffs and plant logistics staffs’, so as to find the best solution that meet all parties’ expectations.
? The job-holder is also to communicate and team up with various Arkema counter-parties; the counterparts will be on different levels between front line staffs and regional BU heads, some of the interfaces are English speaking only.
QUALIFICATIONS / EXPERIENCE REQUIRED
? Organized, objective, analytical, efficient and result-oriented working style; Able to interpret complicated issues in a logical and understandable way.
? Strong problem solving ability; Able to work under pressure and time constraint;
? Must be comfortable with analysis to large-volume data;
? Must be comfortable reading and interpreting sizable articles of regulations, contracts, documentation and correspondences in both Chinese and English.
? Minimum 4 years of experiences in logistics service purchasing, ideally in chemical related areas and/or in DG warehousing sector.
? Familiar with Chinese DG regulations upon storage facilities.
? Knowledge of logistic processing within SAP will be an advantage. A good acquaintance with IT tools such as on-line tendering platforms will be a plus, although not a must.
? A college degree, ideally in business administration, engineering, chemical, logistics, statistics or law;
? A good command of English in both writing and speaking; Ability to communicate independently in an international context;
