Main Responsibilities:
? Training and Development
o Design and deliver training to meet the development needs of individuals, teams and the organization
o Support line managers to analyze competency gap, job requirements, operational problems, plans, forecast and current training program to identify training and development needs.
o Make sure successful training implementation
o Support line managers in analyzing training, conduct feedback loops for further improvement
? Recruiting/Staffing
o Provide direction on the development of policies and framework on Manpower Planning, including guidelines, procedures and templates and justifications.
o Coordinate requirement at all levels ensuring competence in recruitment and selections, participate in recruitment of all level staff as appropriate, advise and support line managers to improve ability to forecast, attract, and integrate new skills in line with business plans.
o Coordinate and Supervise: Job applications and maintaining CV’s to include assistance with interviews & inductions; Liaise, process and utilize agencies on recruitment issues; Placing advertisements on the intranet & daily newspapers and its follow-up; arranging pre-employment medical tests as required.
o Coordinate and supervise probation performance
? Compensation and Benefits
o Assess local market through surveys and networking, analyzing results, making recommendations for changes including structure design.
o Participate in designing programs to develop competitive reward system, and compensation & Benefits system.
o Maintain professional development & knowledge of related legislation and agreements and how it applies to business issues.
o Make sure the personnel files are in compliance with applicable legal requirements and records of employee are up-to-date
? Performance Management
o Assist in developing performance appraisal system.
o Ensure smooth Performance Management Process and provide recommendations
? Employee Relations
o Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations
o Responds to employee relations issues
o Input in dispute and arbitration cases
? Administrative, Health & Safety
o Make sure all the practice are compliance with statutory safety rules and regulations
o Supervisor and input on general administrative management on environment, health and safety.
Education/Experience:
? University degree in HR or Administrative management or related field
? Min of 5 years of HR experience, 3 years of experience in supervisor position in WOFE in technical manufacturing environment, i.e. tools making, mold making
? Experience in start-up environment is beneficial
Qualifications/Skills:
? Excellent English is a MUST
? Good interpersonal and communication skills at all levels
? Able to work in a multi-national and multi-culture environment
? Comprehensive knowledge on HR functions
? Good leadership, mentoring and counseling skills
? Responsible, organized and professional in handling confidential information
? The ability to work independently and with the team.
? Good time management and organizational skills.
? Able to work under stress to meet tight deadlines and handling multiple tasks.
? Self-motivated, independent and proactive.
