工作职责

- 根据OHSAS 18001标准建立和维持职业、健康和安全管理体系.

- 监督、维持和改进已建立ISO9001, ISO14001 管理体系的实施以确保符合标准的要求.

- 建立和维持风险和灾难管理体系.

- 帮助最高管理层创建质量和环境方针和目标，确保计划和程序得到实施能保证实现这些目标.

- 计划、协调和直接组织管理体系的内审及跟踪改进工作.

- 认证和外部审计时与认证机构保持沟通.

- 起草安全监控标准和安全措施/工艺安全性能和执行指标/维持监控和报告系统.

- 与其他部门一起调查与安全和/或环境相关的问题并跟踪整改/预防措施.

- 提供与风险, 安全/工艺安全和环保相关的技术支持.

- 计划,监督和执行与管理体系、风险、安全和环境相关的知识培训, 如现场安全操作, 防火.

- 计划和组织实施定期安全内审, 报告内审结果并跟踪改进情况以确保符合所有的安全条款和法规要求.

- 收集、更新和完全理解所有的国家/地方安全和环境相关的法律、法规和标准, 确保能符合所有这些法规和标准的要求.

- 负责向总公司汇报SHE情况并确保符合迪氏曼集团的SHE要求和标准.

- 与相关法规部门，如： 安全局、环保局保持联系，同时与迪氏曼集团内其他工厂保持交流和合作.

资质要求

- 在原料药或化工工厂5年或以上工作经验.

- 化学或环境工程本科或以上学历.

- 接受ISO9001, ISO14001 和 OHSAS18001管理体系的专门培训，有内审员证书.

- 良好的人际沟通能力，能要求和指导他人工作.

- 与安全、环境和质量相关的.

- 良好的英语听、说、写能力.

工作环境

- 根据需要定期检查车间厂房设施.

Summary
Establishes, maintains and improves management systems including ISO9001, ISO14001 and OHSAS18001. Directs and coordinates all issues related to safety, health and environment.
Job Duties
- Establishes and maintains the Occupational Health and Safety management system according to OHSAS 18001 standards.
- Supervises, maintains and improves the implementation of established ISO9001, ISO14001 management system to ensure they are in line with the standards.
- Establishes and maintains the risk and disaster management system.
- Assists the Top Management to set up quality and environment policies and targets, and ensures that appropriate programs and processes are implemented to guarantee the achievement of these targets.
- Plans, coordinates and directs internal audits of management system and follow up the improvements.
- Communicates with certification institutions for certification and external audit issues.
- Develops monitoring criteria and measure safety/process safety performance and implements/maintains monitoring and reporting systems.
- Investigates together with individual department safety and/or environment related accident and follows up corrective/preventive actions.
- Provides technical support on risk, safety/process safety and environmental protection related issues.
- Plans, supervises and executes trainings of knowledge in management system, risk, safety and environment aspects, such as on-site safety practice, fire prevention.
- Plans and conducts regular internal safety inspections, reports on the results and follows up the improvements to ensure all safety rules and regulations are well followed.
- Collects, updates and fully understand all national/local laws, regulations and standards on safety and environment aspects, ensures all legal requirements are followed and all emissions within standards.
- Responsible for reporting on SHE issues to head office and ensuring compliance to Dishman Group SHE requirements and standards.
- Keeps contacts with relevant authorities such as Safety Bureau, Environmental Protection Bureau and other sites within Dishman group for cooperation and exchange.

Qualifications
- 5 years or longer experience in pharmaceutical or chemical plant.
- Bachelor degree or above in chemistry or environment engineering.
- Special training on ISO9001, ISO14001 and OHSAS18001 management systems with certifications as internal auditor.
- Good interpersonal skills and high communication capabilities, be able to be demanding and directive towards others.
- Safety, environment and quality orientated.
- Good English in speaking, writing and listening.


Working Environment
- Regular inspections in plant premise are necessary.
