POSITION OVERVIEW
The Development Manager will lead the delivery of work for assigned team. Will oversee the entire development strategy, software design, and execution for assigned products(s) and maintenance/upgrades for current existing application(s).
ESSENTIAL DUTIES AND RESPONSIBILITIES
? Direct the development of software application for end user, including working with the Practice Manager and Business Analyst to determine client needs and congruence with Technical Development capabilities.
? Plan software application projects, prioritizes project activities, oversees design reviews, and assigns tasks to members of the software development team.
? Oversee project estimations, tracks estimates to actuals, ensures adherence to standard estimation practices.
? Provide assistance with problem solving, monitor application development progress, and oversee implementation of approved application design.
? Provide support for proposals, marketing, and sales efforts for software applications by providing technical expertise and conducting product demos as required.
? In connection with a Quality Assurance Lead and a Product manager, determine application suitability/readiness for delivery to client.
? Oversee the development and delivery of technical training for new applications and application updates.
? Collaborate with Account Executives/Account Managers to ensure local customization efforts are in line with the global technology strategy and methods.
? Responsible for all RSTMM (Recruit, Select, Train, Manage, and Motivate) activities for assigned staff, to include: recruiting and selecting, assigning and prioritizing work activities, performance management, compensation management, developing employee skills and abilities, providing career guidance, and supporting company policies and processes.
? Ensure that team members receive on-time annual performance reviews and well-defined goals and objectives.

? Ability to learn, use, and implement Urban Science’s Software Development Life Cycle.
? Comprehensive knowledge of and specific development experience in technologies that include:
o Web Application Development (ASP.NET, ASP.NET AJAX Framework, CSS, JavaScript, XHTML, HTML)
o Web Services (WCF, ASMX, WSE)
o Workflow Foundation (WF)
o XML including XPATH, XSLT, XSD
o C#, .NET () Framework along with basic knowledge of IIS
o Visual Studio
o Identification and application of Design Patterns including façade, MVC, and standard OOP/OOD
o ADO.NET and Entity Relational Modeling including SQL Server database design and implementation experience, Visual Studio Database Project, Transact SQL (T-SQL), Views, Object-Relational Mapping tools, and Stored Procedures.
? Proficiency in:
o N-tier and Enterprise Distributed Systems architecture
o Unified Modeling Language (UML)
o Team Foundation Server (TFS) or other Version Control Solutions (CVS, Subversion)
o Test Driven Development (unit testing at a level sufficient to teach others)
o OLTP
o Release/Configuration Management
o MSMQ
? Highly Desirable:
o LINQ framework
o OLAP experience
o Performance Monitoring (CLR Profiler, Perfmon) and Load/Stress Testing
o WPF
? Proven ability to focus on financial impact, big picture strategy, best practices and continuous improvement.
? Able to design new features/components using industry standard design patterns.
? Understand relational database concepts, general data structures, and data warehousing.
? Expertise with Object Oriented Analysis and Design and conducting code reviews at a level sufficient to teach others.
? Highly experienced in software development and testing methodologies (performance/load testing, scaffolding development, interactive development, configuration management).
? Experience and skills in facilitating and documenting technical and functional requirements as it relates to software projects and products.
? Project management skills, including ability to define work plans, delegate work, monitor progress, and report scheduled variances and/or scope change.
? Change Management.

EDUCATION AND EXPERIENCE
? Must have Baccalaureate degree in an appropriate field from an accredited U.S. college or university, equivalent foreign institution, or equivalent experience.
? Master’s degree preferred.
? Must have a minimum of seven years relevant work experience.
