职位描述：
Work Scope:
Assist QHSE Manager to set up, implement and maintain the QHSE Management system in line with the group standards;
Draft, develop and update the HSE management procedures and relevant regulations, carry out the necessary audits to make sure the procedures are followed site wide;
Proactively involve in job hazard/safety analysis, and conduct hazards based review during maintenance/engineering work;
Implement the site PTW system and carry out regular audit to ensure the PTW system is well implemented and maintained, otherwise take corrective and preventive measures;
Conduct daily field inspection, audit and joint inspections to monitor contractors for compliance with Plans, Procedures, government Regulation and industry best practices;
Prioritize site safety issues and make sure high risks are raised to Project QHSE Manager and Project Manager for immediate attention;
Ensure site hazards are identified, change of conditions are captured and communicated effectively to contractors, track corrective actions until close-out;
Work with other departments on HSE equipment and PPE management, qualified supplier selection, contractor HSE management;
Report all incidents and high potential near misses in a timely manner according to company policy and assist QHSE Manager with incident investigation and follow-up reports;
Develop ERP(Emergency Response Plan), deliver the relative training to staff and organize the required emergency drill with plant personnel;
Data collection, analysis and summary for site QHSE performance and give advice to the management team for improving plan;

Job requirements
Diploma or college degree in Safety Engineering, Environment Engineering or Chemicals related;
Minimum 5 years of experience in international companies or JV of chemical, petrochemical, environmental companies with strong knowledge of HSE management;
Be familiar with the GB codes and other legislations regarding QHSE Management;
English: good speaking and reading are required;
Strong communication skills;
