Position title: MCH Coordinator（1post）

Reports to: Regional Director

Location: Based in border area of chinese and Mynmar, occasional business trip

Main responsibility: Responsible for our Maternal and child health care activities in special region, including training local health staff, monitoring and supervising clean birth-delivery, prenatal examination and postpartum visit, and coordinating immunization and nutrition activities.

Organization Background:
Health Poverty Action was founded in 1984, and is an international NGO working on health and its social determinants with headquarters in London. Our vision is a world which the poorest and most marginalized enjoy their right to health. We work with some of the poorest and most marginalized communities in Africa, Asia and Latin America, often in very difficult environments and fragile states. HPA works to enable these communities to achieve both immediate and long-term improvements to their health, promoting the realization of Millennium Development Goals “everybody has access to primary health care service”. We established the East Asia Program Office in Kunming, Yunnan Province, China for the purpose of managing projects in China and Myanmar In 2003. Our work in China and Myanmar mainly includes maternal health care, expanded program of immunization, community health education, establishing and strengthening local health network, the prevention and treatment of infectious diseases such as HIV/AIDS, malaria, and tuberculosis, improving water and sanitation systems, etc. Current project areas in Myanmar include Kachin 1, Kachin 2, WA , Special Region 4 and Special Region of Kokang.

Job descriptions:

1. Adapt suitable MCH guideline after full understanding of project community and careful study of technical guidelines from evidence based good practice from WHO, UNICEF, Myanmar Health Department, and HPA MCH project.
2. Make MCH annually and Monthly work plan for the special region where you work based on program proposal and local needs.
3. Adapt suitable training manual and operation manual for basic health staff and community health volunteers (TBA, AMW and CHW).
4. Cooperating with national health system to train basic health staff and community health volunteers or conduct training with help of external consultant, doctor, etc.
6. Supervise and monitor project activity progress and quality to make sure the program can achieve the indicators and objectives.
7. Organize MCH data collection entry to computer and keep the records properly (make files and mark to filing cabinets) and analysis.
8. Coordinate and maintain close working relationship with health related officials from Myanmar central government and special region authority.
9. Implement case study and share experience within HPA and NGO community, monthly submit one beneficiary story.
10. Report project progress monthly, quarterly and semiyearly.
11. Manage project fund and material related to work task as HPA rules.
12. Reasonable tasks assigned by the line supervisor/ manager.

Basic requirements:

1. Public health or MCH related Master degree or above
2. Three years or above maternal and child health care experience
3. Excellent computer skill, including windows, Microsoft office, and internet
4. Excellent English or Burmese
5. Excellent report and case study writing capacity
6. With project cycle management knowledge and experience
7. With Project budgeting and planning experience
8. Excellent interpersonal skill and organizing ability

Desired qualifications :

1. With rich maternal and child health care project experience
2. Fluent local language of minority group in project area
3. Excellent photography skill
4. Have living or working experience in China/ Myanmar border area

Basic treatment:

机构背景：无国界卫生组织是一个总部在伦敦的非赢利性卫生慈善发展机构，始建于1984年。机构关注政治不稳定和最边缘地区弱势群体，把那些最边缘、最偏僻、通常被政府和社会忽视的社区作为优先帮扶地区，为他们提供好的医疗健康服务，以促进联合国千年发展目标“人人享有基本的卫生保健”权利的实现。2003年我们在云南省昆明市建立了东亚项目办公室，管理中国和缅甸的项目工作。在中国和缅甸的工作内容主要包括妇幼保健、儿童免疫、社区健康教育、当地卫生体系建设与加强、医疗管理、包括艾滋病、疟疾、结核在内的传染病的预防与治疗、改水改厕等。目前项目地区包括克钦一、克钦二、佤邦、四特区以及果敢五个特区。


具体职责：

1) 充分了解项目地区现状，并仔细研究WHO,UNICEF，缅甸卫生部、特区政府卫生管理相关法律和条例以及妇幼保健及生育健康技术指南，结合HPA妇幼项目良好操作得出的技术指南，改编适宜的妇幼保健工作指南。
2) 根据项目建议书、逻辑框架图和当地需求（育龄妇女数、孕产妇数、儿童数），制定特区妇幼保健季度/年度工作计划。
3) 编写单项活动计划、预算，申请经费和物资，并协助组织实施和监督指导
4) 改编/更新适宜的TBA、助产士人员培训手册。
5) 培训当地卫生人员（助产士和接生员），或在外部专家帮助下开展培训，并一同实施项目妇幼保健工作计划。
6) 督导下级员工和当地卫生人员的工作计划的完成情况，监控项目活动进展（包括下级官员和助产士和接生员），确保实现项目妇幼保健工作指标。
7) 开展妇幼保健相关的健康教育活动，特别是计划生育、母乳喂养、口服补液盐、以及HIV VCCT
8) 加强对高危孕产妇的管理、建立和完善高危孕妇转诊机制
9) 收集项目地区相关的卫生需求,每月提交一份相关报告
10) 按要求对活动资料的进行存档和保管。保存好活动过程资料、痕迹材料、每次的预算和结算材料复印件，每次活动完成后须将相关资料存档保管。
11) 定期收集、统计、汇总、核实、上报。撰写季度/半年/年度项目进度报告，每年撰写2篇故事，包括图片和文字
12) 监控妇幼保健的资金进度（确保到位资金执行率在95%以上）、工作进度（工作计划完成达100%）和工作质量。
13) 按照HPA规定管理，对项目工作相关物资和经费的进行分发和监督管理，并及时报账。
14) 就项目实施过程中出现的问题提出可行和具体的建议。
15) 与缅甸中央和特区政府协调维持密切关系。
16) 开展案例研究，在HPA内部或NGO中分享经验。
17) 直接上级安排的其他合理工作。



应聘条件：

3) 2年以上临床或保健经验
4) 中英文报告撰写能力
5) 良好的电脑使用能力，包括使用Office等相关软件
6) 在贫困和偏远社区工作的意愿，适应经常出差和加班

1. 1年以上INGO卫生项目实施经验
2. 流利的英语/少数民族语言口语和写作能力
3. 基本汉语口语（缅甸人）或缅语（中国和缅甸籍人员）能力
