Job Purpose:
1. Champion C&B policy development and monitor for a competitive and effective structure to sustain CSPC business growth
2. Lead C&B management to ensure healthy C&B structure to support CSPC business needs
Job Dimensions:
1. C1&C2 has about 2,200 staff, 45 functional lines within the organization.
2. This position works with key stakeholders of CSPC management team and managers group on a daily basis. Other key stakeholders include external peers, HR Leadership Team as well as other HR colleagues within HR department.
Principal Accountabilities:
1. Help C&B manager to propose of C&B strategy and its implementation, management and subsequent development of remuneration system.
2. Manage the staff monthly payroll and annual bonus. Ensure carrying out staff payroll activities timely and correctly.
3. Manage the IIT (Individual Income Tax) handling and assist maintaining the relationship with local tax bureau.
4. Manage the interface business and monthly financial posting to FN Department.
5. Provide advisory to a competitive employee value proposition (EVP) through salary surveys should be achieved. Carry out the annual remuneration benchmark preparation.
6. Provide advisory on proposal of merit increase and salary adjustment to match the company’s compensation strategy.
7. Support C&B Manager to budgeting and control manpower cost which is reviewed every year.
8. Provide advisory to policies, procedures and systems review, and updating on C&B in the JV based on statutory requirement and company strategy.
9. Conduct C&B policies explanation and supervise proper and fair implementation of such policies and procedures.
10. Provide Advisory to other compensation related issue, implementation of PRC labor laws and regulations to avoid relevant Company exposure in remuneration area.
11. Application and maintenance of payroll system (HRMS);
12. Work with other sections in HR to handle staff issues related to staff management such as appraisal, promotion, termination and transfer.
Qualifications:
1. Educational background:
? -University graduate
2. Work experience:
? -Preferably with more than 8 years working experiences in HR area in a foreign enterprise cooperation environment.
3. Language proficiency:
? -Fluent in spoken and written English and Chinese/Mandarin.
4. PC skills:
? -Proficient in PC skills, especially in EXCEL and HRMS.

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).
The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).

Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
