Job Purpose: | To execute an integrated, fit-for-purpose external affairs engagement program and to deal with specific government related issues, covering government engagement strategy and plan, advice and assistance on government approval /permits/ supervision /inspection /acceptance activities conducted by relevant governmental authorities and/or agencies in compliance with Chinese laws, regulations and procedures. | | | |

Principal Accountabilities: | Government permit engineer is responsible for project relevant permits from government or authorized agent. 1. Preparing permit flow chart from project initiation to project handover based on the project requirements. 2. Collect, collate and track Government permit relevant information, laws and regulations to ensure related regulations and standards applicable for the project. 3. Timely identify related permit issues to be concerned for this project, work closely with project manager, HSE, legal and PA etc. 4. Develop and update the project permit plan, ensuring that such permit progress meets the requirements of overall project schedule. 5. Collect relevant Charging standard files to support cost engineer for cost estimate of government permit. 6. Lead review the permit plan of the EPC contractor, and provide relevant document to the EPC contractor permit engineer for government permit if permit application service is in the scope of EPC contract. 7. Responsible for collecting and developing relation application documents, delivering documents to local authorities for approval. 8. Conduct proper early communication, keeping closely contacted with Local Authorities for the whole project life and maintaining good relationship with Local Authorities. 9. Maintaining a complete file of documents associated with Local Authorities issues and approval documents, update all relevant information timely. 10. Ensure information safety, support project manager to identify relevant competitive sensitive information according CSPC CSI policy. | | | |
Qualifications: | 1. Educational background: University degree in engineering or engineering management or its equivalent. 2. Working experience in engineering field, especially in Chemical & Petrochemical or Pharmaceutical or manufacturing field ( if with project management would be preferred.) 3. Good organizational and co-ordination skills 4. Strong stakeholder management skills 5. Language proficiency: a. Excellent in business writing in Chinese b. Able to communication in English in writing. 6. Familiar with Project Management, Chinese government permitting requirement including project approvals and construction related permits. 7. PC skills: Proficient in PC skills. | | | |

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).
The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).
The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
