Principal Accountabilities
Provides project engineering services to the manufacturing facilities, and manages project activities from start to finish.

1.A Senior Project Engineer is responsible for all aspects of project execution for projects of all sizes and types;
2.Work with Process Engineers and others to do feasibility assessment/studies and scope development.
3.Cost estimates for economic evaluation/justification/contract award
4.Present initiatives for management approval
5.Develops project execution plans, schedules and contracting strategies for assigned projects.
6.Coordinates with design office in detailed design and engineering work for plant change projects
7.Oversees design & engineering work whether in-house or by external parties to comply with requirements.
8.Coordinates with other engineering disciplines and other stakeholders for their input and approval.
9.Provide project work specifications for quotation
10.Works with contracts executive in the evaluation of quotations and recommendations for contract awards
11.Assist where required, in contacts with the authorities for permit applications
12.Responsible for budget, schedule, scope control and fitness for purpose of assigned approved projects.
13.Responsible to communicate and enforce HSE compliance requirements to contractors on his work. Shares responsibility for HSE performance on his work.
14.Responsible for proper project closeout on assigned projects, including archiving of project as-built documents from construction contractor, and supporting design office to update electronic documents
15.Responsible for following related CSPC procedures.

Qualifications
1.Educational background:
-University degree in engineering.
2.Work experience:
-Minimum 10 years engineering experience.
-Knowledge and understanding of design and construction practices at a petrochemical manufacturing facility.
-Familiar with operations / maintenance practices and economics.
-Project management experience in petrochemical industry preferred.
3.Language proficiency:
-Able to communicate in English and Mandarin, verbally as well as in writing. English level CET>4 or equivalent.
4.PC skills:
-Proficient in PC skills.
-Able to use Microsoft Project to make project schedule.

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).
The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).
The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
