Job Purpose: | Build and maintain HSE management system, ensure daily operation to comply with CSPC and government HSE policy and laws and regulations. |
Job Dimensions: | ? Number of CSPC employees about 1000 ? Number of contractor employees about 1000 to 1500. Actively support the achievement of environmental targets set in the MF HSE Key Performance Indicators (KPIs) |
Principal Accountabilities: | 1. Provide professional advice on HSE to assist in achieving HSE objectives by hazard identification, risk evaluation, recommending proper follow-up actions and monitoring implementation. 2. Ensure that logistics activities are executed effectively within CSPC HSE standards and CSPC scope of responsible care and product stewardship. 3. Create and participate in structured auditing process in the areas of HSE, permit to work, process safety, product transportation, storage, warehousing and other HSE related issues including tracking of action items and follow-up to close the findings. 4. Provide PPE and IH protective equipment selection, recommendations and review. 5. Provide advice for HSE KPI setup and monitoring. Ensure regular HSE indicators are tracked and performance reports are accurately administer and reported. Analyze captured data and provide recommendations to keep positive trends. 6. Support updates of the CSPC HSE management system and procedures with proper cascading to the worksite. Facilitate embedding of HSE standards into contractor and operation procedures/daily management. 7. Contribute to the preparation of the monthly HSE performance report for management. 8. Play a key role together with HSE focal points in the development of critical task analysis, job safety analysis, hazards identification involving contractor staff and CSPC staff. 9. Together with other HSE Advisors, and Unit HSE focal points, champion HSE campaigns with programs and methods to improve safety initiatives. 10. Develop professional HSE information (Bulletin), instruction and training materials and deliver them via various ways. 11. Contribute to or coordinate/lead the investigation of accident & high potential near misses incidents using TRIPOD mythology for root cause, actions tracking and learning. 12. Coach and motivate contractor companies to work to CSPC standards. 13. Keep contact with external HSE organizations and government departments associated with HSE. Share the Best practices and Lesson Learning with all staff. 14. Guide and support Contractor HSE Advisors and HSE committees in setting standards and implementation. 15. Keep abreast of the latest development in national and local HSE regulations and emerging legislation. |
Qualifications: | 1. Educational background: University or college graduate. 2. Work experience: Minimum 5 years operation / engineering experience in a petrochemical or refinery setting. 3. Language proficiency: Able to use English as the working language. 4. PC skills: Proficient in PC skills. |
Other Information: | Supervision exercised: ? No direct supervision, but maintain numerous ‘coaching’ relationships with contractors. Contacts: ? In principle all Operations, Maintenance and Projects staff. ? Contractor HSE supervisors/staff and Contractor Managers. ? Third parties on personal profiling, organizational change management. ? Form a network with shared services in HSE, and Maintenance. ? Contact with Government HSE representatives on health, safety and environmental issues. Working conditions: ? Normal office working conditions in an operating plant environment. ? Some flexibility is required for time on shift or outside day-hours. ? Participate in the HSE Duty Officer rotation. ? Frequent travel for related off-site HSE responsibilities. |

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).
The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).
The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
