职位描述：
Projects,
1. Ensure smooth progress and completion of projects within approved budget, time, acceptable quality standards, in a safe manner as well as in line with the applicable local and national laws in all aspects.
2. Review and verify contractor proposed design according to customers' requirements, related industrial standards, and requirement including compliance with statutory codes and corporate guidelines.
3. Provide budgetary and detailed costing preparation for capital expenditures based on the requirement from the commercial department.
4. Actively participate in both internal and external meetings in the capacity to facilitate the projects/ proposals of concern.
5. Review drawings and communicate with the operation, maintenance at the same time, to ensure process optimization based on the specifications, meet the needs of operation to the maximum extent.
6. Set up the project related cost control structure for monitoring, steering & reporting purposes.
7. Prepare monthly project updates/ reports.
8. Ensure that all construction design requirements are fully met.
9. Manage contractors effectively, ensure that the contractor management system of the company is effectively implemented and HSSE system is executed at the construction site.
10 Liaise with respective government authorities and obtain all necessary approvals required from project application till the acceptance of the project.
11. Prepare tender documents and evaluate tender submissions, behave professionally, keep all information with regards to the bidding work highly confidential and filed properly.
12. Provide technical support in new projects, facility upgrading or other great scale maintenance projects in the terminal, and provide technical guidance to Operation and Maintenance teams.
13. Communicate effectively with direct superior, all staff, contractors, consultants, and suppliers.

Other Responsibilities,
1. After the project acceptance, cooperate with operation manager to guide operation staff for cleaning process piping, ensure the proper handover with maintenance team.
2. Responsible for on the site is maintained in a clean and tidy way based on the 5S management methodology.
3. Any other duties as assigned by the Management from time to time.

Qualifications & Criteria,
1. Educational background: Bachelor degree in engineering, chemical or related.
2. Work experience: Minimum 5 years petrochemical and project management experience. Previous working experience in a foreign-owned enterprise would be an advantage.
3. Language proficiency: Advanced level of English reading, writing and speaking skills.
4. PC skills: Proficient in PC skills, including Auto CAD.
5. Familiar with project budgeting, holders with construction vocational qualification certificate-II and cost engineer with be assets.
6. Honesty and high sense of responsibility.
7. Good communication skills and a team player.

OTDB Phase 1 operation was started in June 2006 and construction of Phase 2 terminal has been put into operation in 2011. Now OTDB total storage capacity is 88600 cubic meters. In addition to storage tank service, OTDB also provides public pipe rack and public jetty services in Daya Bay. OTDB will continue be in full compliance of local and international HSSE standards and provide professional service to customers, to become the main force in the construction of Daya Bay Petrochemical Industry Park.
