Job Purpose: The job holder will be the Technical Authority Level 2 in Electrical Engineering and also serve as the Lead in Electrical Engineering for Projects.
Job Dimensions: KOH Project, POD2 Project & SMPO2 Project.
Principal Accountabilities: 1. To act as the Electrical Engineering technical authority (TA) level 2. This is to ensure all designs are done according to local and company design standards
2. To develop and sign off the Electrical Engineering deliverables in PDAM (Project Deliverables and Approval Matrix)
3. To coach project electrical engineers in the areas of CSPC DEP as well as non-Chinese international standards
4. To act the single point of accountability to signing off technical deviation to agreed design standards
5. To ensure that electrical engineers recruited into project organization have the competency to satisfy TA3 level technical requirement
6. To be accountable for the development of Inspection Test Plan (ITP) with vendors of electrical engineering
7. Support projects to qualify new vendor of electrical equipment and systems
8. Support Senior Instrument Engineer in design issues related to Electrical/Instrument systems
9. To work closely with Rotating Equipment engineering community in pumps and compressors systems where electrical auxiliaries form critical elements of the systems.
10. Follow up related Chinese regulation, to ensure all electrical systems and equipment satisfies the legal requirements before project start-up.
Qualifications: 1. Educational background: University Degree in electrical engineering or related subject.
2. Work experience:
? Minimum 10 years engineering experience in the Electrical Engineering design in refinery or petrochemical projects.
? Familiarity with operations / maintenance practices will be a plus but not essential.
? Working knowledge of Shell DEP or CSPC standard will be an advantage
3. Language proficiency: Have ability or potential to use English as the working language.
4. PC skills: Proficient in PC skills.

CNOOC and Shell Petrochemicals Company (CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products (C2).
The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited (CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation (CNOOC) (90%) and Guangdong Guangye Investment Group Company Limited (10%).
The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
